Description
Proposals are sought for the project which consists of reconstructing 3.5 miles of single lane with turnouts that accesses the site of the memorial. 3.5 miles of ditches will be rebuilt. A rock pit is to be developed and rock crushed to manufacture crushed aggregate. The crushed aggregate will be hauled and applied as a surface course for the entire road, which is 5.5 miles. At the memorial site a pullout (parking area) for 2 cars, and a short trail will be constructed and paved with asphalt. A mortared stone wall is to be constructed at the end of the trail surrounding a rest area. A sign will be installed identifying the site. A memorial plaque will be attached to a boulder, and marble etched photos will be mounted on rock wall. Source for aggregate for the roadwork and trail will have to be developed and hauled by the Contractor from the East Chewuch Pit. Rock for the rock wall will be collected by the Contractor from adjacent scree slopes of the memorial site. The project is located approximately 30 miles North of Winthrop, Washington on forest road 5160250.The project can be reached by traveling North from Winthrop on County road 1213 for approximately 7 miles to where the county road becomes forest road 51. Travel to where road 51 becomes road 5160 at the Camp 4 campground. Continue traveling North to the Andrews Creek Trailhead where road 5160 becomes road 5160250. The project begins at the locked Forest Service gate. The estimated cost range for this project is $250,000 to $500,000. Notice of Total HUBzone Small Business Concern Set-Aside ? Offers from other than Certified HUBzone Contractors will not be considered. Offerors must be certified with the Small Business Administration Certification list. A site visit is scheduled for March 26, 2002 near the Andrews Creek Trailhead - Road 5160 (at gate area, where pavement ends) at 10:00 pm. North American Industry Classification System (NAICS) code for this acquisition is 234110. The small business size standard is no more than $27.5 million gross average receipts per year.
