Notice that the General Service Administration, FTS Region 10, 4040 Wheaton Way Suite 111, Bremerton, WA. 98310 intends to negotiate and award a sole source purchase order under authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. (Blyn Tower, and the Indian Island Bldg) Period of Performance: 1 Year from date of award. Contractor will perform the following duties for the installation of the new Microwave Networks 18 gHz Proteus System including RF Engineering, System Design, FCC Frequency Coordination, System Installation, System Optimization, and a 1 Year service and Maintenance agreement. Subsequent annual coverage of the Service and Maintenance Agreement will be made by the request of the US Navy to the Contracting Officer at which time a modification may be issued prior to the end of the existing Period of Performance. There will not be an automatic renewal of the Service and Maintenance Agreement. The Proteus system is covered by the manufacturer's warranty, any other system parts are covered by their respective manufacturer?s warranty. RF Engineering: Contractor will perform all necessary RF Engineering for the new system. This will include: microwave path analysis (Antenna polarization, verification of Radio Line of Site, Azimuths, path length, EIRP levels, free space path loss, diffraction loss, atmospheric absorption, connector and line loss, antenna gains, transmitting power levels, receive threshold levels, fade margins, outage average, rain outage, propagation reliability, space diversity reliability, terrain factors, and total system gains). System Design: Final system design will be achieved once the RF Engineering is completed. The design aspects will include: cable and connector placement, component placement, antenna placement, shelter & tower runs, conduit runs, rack requirements, and power requirements. Frequency Licenses: Due to the frequency range of the proposed system, Contractor will provide the coordination to obtain the FCC Frequency License. This should be one of the first steps performed of the system implementation due to the time that may be required to obtain the operating license. Once the license and frequencies are obtained, the radio equipment will be shipped with the proper assigned frequency. System Installation: Contractor will install the proposed microwave system and follow the FCC and Wireless Industry Guidelines and Regulations. The new system must be installed without interruption of the existing system. System Optimization: Upon System Installation completion, Contractor will perform a System Optimization process, this will include: Realignment of Antennas, Reprogramming/configuration of system software, Manual adjustments to components and support equipment, System debugging, and Final System Testing. Upon completion of the Final System Testing, the new system will be deemed as ready for acceptance. System Options: Contractor will provide System Training as an option to this proposal. If System Training is requested, contractor will conduct a class to individuals who need training on the system for system monitoring, system configurations, antenna & other system equipment, and system troubleshooting. Service and Maintenance: 1st Year, Contractor will respond to a system failure on a 7x24x360 basis for the Microwave Networks Proteus 18 gHz System. Anticipated response time is within 4 hours of notification. The US Navy will be responsible for the equipment and physical lines connecting to the microwave system. This will be the established point of demarcation which will be the Contractor?s responsibility for troubleshooting. However, it is envisioned that troubleshooting for the system will be a combined effort from both parties in order to expedite and resolve any deficiencies or bugs. This request is considered to be sole source no solicitation will result from this announcement. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. All price quotations shall be submitted to Jill A. Reed, not later than 4:00 P.M., PST, March 4, 2002. Price quotations may be sent via either facsimile to (360) 782-2026 or by email to Jill.Reed@gsa.gov. No telephone requests for this RFQ will be honored. Numbered Note 1 & 22 applies.
