Description
NA Indefinite Delivery Contract for Structural Engineering Services for Structural Engineering Review and Analysis as Well as Completion of Static and Dynamic Design of Major Navigation Structures Primarily Within the Great Lakes and Ohio River Division Missi on Boundaries. General Contract Information: This requirement is 100%Set Aside for Small Business. SEE NOTE 1. The proposed services will be obtained by a negotiated Firm Fixed Price Contract. The base year of the contract shall not exceed $1,000,000. Projects will be awarded by individual Task Orders. Individual task orders are expected to be in the $10,000 - $300,000 range. The contract period is one year from date of award, with two - one option periods with an additional ceiling amount of $1,000,0 00 for each option year exercised. Contract options may be exercised before the expiration of the base contrac period (or preceding option period), if the contract amount for the based period (or preceding option period) has been exhaused or nearly exhaus ed. Unused monetary capacities from previous years can be carried forward to the present year. The maximum contract value is $3,000,000. To be eligible for award, a firm must be registered in the DoD Central Contractor Registration (CCR) database, via t he CCR Internet site at http://ccr2000.com or by contracting the DoD Electronic Commerce Information Center at 1-800-334-3414. 2. Project Information: Expected project activities would involve the review and technical analysis of design parameters and computations of the static and dynamic forces affecting massive concrete hydraulic structures and other structures founded on roc k, soil, or piles. Static and dynamic analysis of hydraulic steel structures and structural systems due to flow induced vibrations will be required. Model to prototype correlation, site visits, and preparation of activity reports/supporting documents may also be required. Extensive pseudostatic, response spectra, and time history analysis experience is required. Selection Criteria: See Note 24 for general selection process information. The specific selection criteria (a ? e) are primary and (e ? g) are secondary) in descending order of importance are as follows and must be documented with resumes in the SF 255: A. Professional Qualifications. Qualified registered professional engineers (analysts and checkers) with expertise pertaining to the above proj ect information data as evidenced by the resume information. Firms should provide resumes for both analysts and checkers. B. Specialized Experience and Technical Competence. Documented experience encompassing the above project information (i.e. enginee ring awards and/or published work, etc.); technical competence in earthquake design and analysis of massive concrete hydraulic structures (locks, dams, approach walls, silling basins, etc.) founded on rock, soil, or pile systems; seismic analysis of soil-p ile-fluid structure interaction along with knowledge and experience of earthquake ground motion and the application to the design of hydraulic structures, knowledge and experience relating to vibration (including flow induced vibrations) measurements relat ion to large water control structural steel gates; static and dynamic finite element analysis and design of hydraulic steel structures; and knowledge of finite element correlation and familiarity with dynamic analysis applications of soil structure interac tion using programs such as SASSI, FLUSH, etc. In addition, demonstrated extensive experience with probabilistic and reliability-based modeling of the above project information is required. A minimum of 3 navigation projects where this work has been perf ormed in the last 5 years should be submitted. Do not submit more than 10 navigation related projects, or any work beyond the previous 5 years. A brief Design Management Plan including an explanation of the firm?s management approach, management of subco ntractors (if applicable), quali ty control procedures (for plans, specifications, design analysis and electronic documents), firm?s procedures to insure that internal resources are not over committed, and an organizational chart showing the inter-relationship of management and various te am components (including subcontractors) must be included in paragraph 10 of the SF 255. A quality control plan (QCP) must be prepared and submitted identifying the process that the prime firm and consultants will follow to accomplish the activities as spe cified above. C. Capacity to complete the work in the required time with the understanding that this contract will require multiple design teams to perform individual task orders at various locations simultaneously if needed. D. Past performance on Depa rtment of Defense (DoD) and other contract with respect to cost control, quality of work, and compliance with performance schedules. E. Knowledge of the primary locality of the project: Specific knowledge of local conditions, project site features such a s geological features, local construction methods, and local laws and regulations. F. Volume of DoD contract awards in the last 12 months. G. Superior performance evaluations on recently completed DoD contracts. SUBMITTAL REQUIREMENTS: a) See Note 24 for general submission requirements. Firms that are interested and meet the requirements described in this announcement are invited to submit one completed SF-255 (Revision 11-92), U.S. Government A/E and Related Services for Specific Projects to the Offic e shown above. SF-255 (Revision 10-83) is obsolete and only the 11-92 edition of SF-255 will be accepted. All responses on SF-255 to this announcement must be received no later than 4:30 p.m. local time on March 28, 2002. b) It is requested that interested firms list the fee amount and date of all DOD contracts awarded during the last 12 months to the firm and all subsidiaries in Block 9 of the SF-255. c) Responding firms must submit a current and accurate SF-254 for each proposed consultant. Additionally, all responding firms which do not have a current (within the past 12 months) SF-254 on file with the North Pacific Division, Corps of Engineers, must also furnish a completed SF-254. If a SF-254 is included, only the 11-92 edition of the form will be accep ted. The business size status (large, small and/or minority) should be indicated in Block 3 of the SF-255. Definition: A concern is small if the annual receipts averaged over the past three fiscal years do not exceed $4 million. d) No other information inc luding pamphlets or booklets is requested or required. e) No other general notification to firms under consideration for this project will be made and no further action is required.
