Description
NA Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis with Fred J. Ayers, P.E. for the following Architect-Engineer Services: providing engineering designs, computations, correspondence, contract doc uments, coordination, and management to move flood control and environmental restoration projects in the State of Florida and the Commonwealth of Puerto Rico through all phases of development and construction. Tasks and products shall include but not be l imited to preparing and reviewing site engineering, water distribution systems, and sewerage systems designs; biddability and constructibility review on advance sets of plans and specifications; independent technical review of project documents and reports ; review and provide comments on contract Plans and Specifications, Detailed Documentation Reports, Engineering Appendices, and other government documents; evaluating and verifying the accuracy of design assumptions; providing written reports and identifyi ng areas of potential high claim exposure; participating in review conferences and meetings; identifying specific areas where assumptions or misunderstandings may cause increased costs for the Contractor and/or the Government; define real estate requiremen ts for lands necessary to construct and maintain projects; investigating and solving project problems utilizing lessons learned from past District project; researching and documenting past project histories, construction methods, and lessons learned; prepa ring scopes of work and cost estimates to be issued under the existing IDCs; preparing project schedules and cost estimates; defining survey requirements and prepare requests; preparing contract specifications; prepare written project correspondence and mi nutes; and recommending and/or assembling other data that may be required. The projects shall include but not be limited to C51 STA 1E, Oklawaha River Restoration, Rio Guamani, Rio Grande De Loiza Caguitas Contract 1, Police Station at Trujillo Alto, Las C arolinas Bridge Revetment, Rio Arecibo, Rio Guanajibo, 8.5 Square Mile Area, Tamiami Trail, Rio Grande de Manati, Rio Descalabrado, Rio De Laplata, Matilde River, St. Lucie Lock Bank Erosion Repair, Kissimmee River Restoration projects, Rio Nigua at Salina s, Upper St. Johns Contract 5D, Seminole Big Cypress, Modified Water Deliveries projects, CERP projects, and C111. Jacksonville District requires technical advice and products, in a timely manner, to meet District goals and objectives. It would be very c ostly to the Government, both financially and technically and would seriously affect the schedules, to develop another firm's knowledge base of the Jacksonville District programs. Interested concerns shall submit documentation demonstrating the following qualifications by 21 March 2002: (1) individual shall have at least 10 years of specialized experience in the design and construction of large civil works construction, especially flood control projects and environmental restoration projects in the State of Florida and the Commonwealth of Puerto Rico. The individual shall have broad site design experience and background, with a strong knowledge of the history and ?lessons learned? during the development, design, and construction of Jacksonville District fl ood control and environmental restoration projects. The individual shall be capable of providing court testimony, if required, and shall be competent in oral and written communications, with the ability to develop and render recommendations in a timely ma nner. In addition, the individual shall be familiar with the way the U.S. Army Corps of Engineers conducts its construction business with standard construction contracts and the contract administrative procedures which support the construction claims and appeals procedures; (2) individual shall be a registered professional engineer with knowledge in geotechnical, hydraulic, mechanical/electrical, roadway, envir onmental, structural, and civil engineering and shall be able to provide administrative efforts required to prepare, review and analyze plans and specifications; (3) individual shall have a strong knowledge of the Jacksonville District construction project bidding procedures; (4) individual shall have knowledge and experience in supporting the Corps of Engineers Project Management Business Process.
