Description
NA The US Army CECOM has a requirement to conduct day/night sensor experimentation involving a Government Furnished Cypher II Unmanned Aerial Vehicle (UAV) originally developed on the US Marine Corps (USMC) Contract M67854-99-C-2081, with Sikorsky Aircraft Co rporation. The previous contract with the Sikorsky Aircraft Corporation was transferred from the USMC to the US Army. The contractor shall conduct a free-flight test of the Cypher II UAV at a suitable test range for the purpose of demonstrating the follo wing minimum system requirements: auto take off; hover position/altitude hold below 200 feet; forward/lateral/backward translations at constant altitude; forward flight downrange to a distance of 300 feet and return; auto landing; manual takeoff and landi ng; downlink to ground control station of video imagery; global positioning system/inertial navigation system (GPS/INS) waypoint navigation (optional); total flight time accumulated is not to exceed 20 hours. Period of performance for this effort will be forty-five (45) days. Sole Source award to Sikorsky Aircraft Corporation, Stratford, CT, is intended pursuant to FAR 6.302-1 (b) (1) and (2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Sikorsky Aircraf t Corporation is the only source capable of providing the efforts described above based upon the Cypher II UAV developed under the previous effort, and the proprietary nature of the design and configuration data, which the Government does not possess. All responsible sources may submit a bid or proposal, which shall be considered by the agency. See Note 22.
