- RIGHTS GUARD, EXPORT CONTROL Solicitation #F34601-02-Q-03511 OC-ALC/LADCA ATTN: DIANA PICKEL TINKER AFB OK 73145-3020. Item 0001, NSN: 1560010192780FL, P/N 69-10425-2, Qty: Minimum, 85 ea; Maximum, 626 ea; Contract will be Best Estimated Quantity (BEQ) for 36 months Description: Fitting, Structural, cone fitting forward engine mount Application: KC-135 Delivery: 85 each on or before 28 Feb 03 Issue Date: 25 Feb 02 Award Date: 19 Apr 02 Destination: Tinker Air Force Base, OK 73145-3020 RIGHTS GUARD DATA REQUIREMENT. CAUTION: The drawings which will be furnished under this RFP and any resultant contract are proprietary to the Boeing Company. Firms interested in proposing on this RFP must have on file a current OC-SAF/66, ?Rights Guard Certificate,? signed by an individual authorized to bind your company, or the bid package will not be furnished. This certificate may be obtained from OCALC/PKXDA, Tinker AFB OK 73145-5320, FAX (405) 739-3656. NOTE: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. NOTE: An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Ombudsman at (405) 736-3273. Electronic procedures will be used for this solicitation. Faxed Solicitation requests can be submitted to OC-ALC/PKXDA, Tinker AFB OK 73145-3015, FAX NUMBER: (405) 739-3656. No telephone requests. Only written, faxed, or electronic requests received directly from the requester are acceptable. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-352-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. This acquisition may involve data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has not yet been accomplished.
