Description
N68950-02-Q-3009, Ultrasonic Testing of Active Railroad Trackage at the Naval Surface Warfare Center, Crane Division, Crane, IN. The work includes the provision of necessary labor, transportation, materials, supplies, equipment, and supervision for the testing of railroad rail by Non-Destructive (ultrasonic) methods and incidental related work as spelled out in the solicitation package, complete and ready for use. The work shall be located on the Center?s railroad system. The Contracting Officer will indicate the exact location. The accomplishment of this work effort will be via a lump sum contract, awarded on a fixed-price basis utilizing the Commercial Acquisition Procedures found in the Federal Acquisition Regulations Part 12. This solicitation will be evaluated on the offeror's technical submission and price quotation. Technical and price factors will be equal in significance. Offerors are required to submit separate technical and price proposals for the project. As a result of this Request for Proposal, the offeror determined to be the best in ability and value to the Government will be awarded this contract. Technical proposals will be evaluated on the factors listed in the solicitation. This proposed contract is issued as an Unrestriced procurement. The North American Industrial Classification System (NAICS) code is 234990 All Other Heavy Construction (SIC 1629). The Small Business Size Standard is $27.5 Million. Release date of the solicitation is February 20, 2002, with proposals being due March 04, 2002 at 4:00 p.m. local time, Crane, Indiana. This RFQ will be released via the Internet. All prospective offerors and plan rooms must be registered on the website. This RFP will be available for viewing and downloading at http://www.esol.navfac.navy.mil. The official planholders list will be maintained and can be printed from the website only. Amendments will be posted on the website for downloading. This will normally be the only method of distributing amendments, therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS RFQ.
