- Description
- The Department of Veterans Affairs (VA) Vocational Rehabilitation and Employment Service (VR&E) has a requirement to provide Vocational Rehabilitation and Employment Service (VR&E) in Areas 1 & 2 which includes the states NY, RI, IN, PA, NH, NJ, ME, MA, CT, OH, DE, MI, NH, MD, OH, WV, FL, NC, GA, SC, DC, PR, MS, TN, VA, and AL. This is a national contract that will be implemented throughout the country in two phases. The next phase for this contract will be Areas 3 & 4 which includes the states WI, KS, MN, ND, MO, IA, NE, IL, ID, WY, SD, OR, AR, NV, CA, NM, WA, AK, HI AND UT, will be advertised in mid March. VA will develop a multiple award Indefinite Delivery/Indefinite Quantity contract to meet this requirement. The VR&E Services to be contracted for includes Vocational Assessment Services, Case Management / Rehabilitation Services, and Employment Services. The contract includes a base period plus four option periods of one-year. Each state within the Areas will be divided into various based on the Veterans Benefits Administration's assessment of the need in the area. Offerors will have the opportunity to select those coverage areas, within the state, in which they wish to provide service. The mere fact that a vendor currently has a contract to provide VR&C Services, in this Area, in no way guarantees an award under this multiple award contract. However, these vendors are encouraged to submit an offer, in order to be considered for future contract opportunities in that state. Vendors will be selected based on the evaluation criteria established in the solicitation. The solicitation (SF 1449) will be available for downloading from March 1, 2002. No copies of the RFP are currently available. Therefore, at lease 60% of all awards under this contract will be to a small business. For this procurement, a Small Business is defined as a concern with $5 Million (or less) average annual gross revenue over the last 3 fiscal years. The SIC Code for this procurement is 8331.
