Description

Work consists of furnishing all plant, labor, equipment, and materials to perform all work required for the Simplified Acquisition of Base Engineering Requirements (SABER) contract at Luke AFB, Gila Bend AFAF, and Ft. Tuthill, AZ. This will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract for construction work on real property facilities. Each construction project will be awarded by issuing individual task orders against the basic contract on an as needed basis. Projects will be in support of real property maintenance, repair, alteration, and new construction. It is anticipated that this contract may be used for renovations, new facilities, additions, roofing, paving, and related construction work. The contractor will be required to furnish all materials, equipment, and personnel necessary to estimate, plan, provide minimum design, and project management. The contractor will be required to maintain an on-site project management/technical support staff at Luke AFB for which the Government will provide approximately 1000 S.F. of office space in Bldg. 332 at Luke AFB. Individual jobs will vary in magnitude (generally $2,000 to $100,000). The jobs will involve a variety of trades to include, but not limited to: carpentry, road repair, roofing, excavation, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, HVAC, asbestos removal, etc. The first 60 days following basic contract award will be designated as a start-up period, after which the contractor shall have all equipment and personnel in place to fully execute the requirements of this contract. The duration of the base period will be 12-months with 4 twelve-month option year periods. The guaranteed minimum amount for the life of the contract (base year plus 4 option periods) is $100,000 and the maximum amount for the life of the contract is estimated at $5,000,000. The proposed procurement is set-aside for certified Section 8(a) contractors having a bona fide place of business within the geographical boundaries of SBA Region IX area, States of CA., NV. and AZ. The applicable North American Industry Classification System (NAICS) code for this acquisition is 233320 with a three-year average size standard of $27.5 million. The successful contractor will be selected using performance/price tradeoff procedures resulting in the best value to the Government. Past performance is considered of greater in value compared to price. It is anticipated that the solicitation will be issued on or about 1 Feb 02 on the Federal Business Opportunities (FedBizzOps) web site at www.eps.gov. Paper copies are not available.
