Description
The Federal Trade Commission's Bureau of Consumer Protection (BCP) has a requirement to contract for services to administer the distribution of redress funds. BCP enforces various statutes enacted to protect consumers against unfair, deceptive or fraudulent business practices. To perform this mission, BCP prosecutes law enforcement actions in federal courts and before administrative law judges. In many cases, this litigation results in the award of redress money in that is to be returned to consumers affected by the challenged practices. The disbursement of the money in the redress fund is made pursuant to a distribution plan either approved by the court or the administrative law judge or delegated to the FTC's discretion. In some cases, if direct payment to consumers or indirect restitution is not practical, the redress money is used to fund a tailored consumer education program as a remedy. In all cases where money judgements are ordered, a major component of the redress administration process requires management of the monetary award in order to protect and enhance this asset fund. In addition to money management and consumer education, contractor shall provide help services to assist potential claimants in obtaining information relating to the redress fund; distribute redress funds; provide FTC with final accounting of redress funds; and prepare reports and maintain records concerning redress administration. The FTC anticipates the award of multiple Indefinite Delivery Indefinite Quantity Contracts. The contracts will contain a base year, four option years and five award terms (years). It is anticipated that contract performance will begin no later than June 1, 2002. Services are being solicited unrestricted. Solicitation packages will be available on or about March 8, 2002.
