- *The following Statement of Work is provided to identify POTENTIAL Sources ONLY. The information contained herein shall not be represented as a solicitation or an offer. Responses to this Sources Sought/ Request for Information should include technical capabilities only. Detailed pricing information will not be considered. A solicitation may be issued once the requirement is fully developed and funding becomes available. Statement of Work for (COTS) BIOGRAPHICAL INFORMATION DATABASE(S)OR SOFTWARE, SCOPE: This Statement of Work provides for the purchase of or access to multiple commercial, off-the-shelf (COTS), databases or software containing biographical data. The information will be integrated into an application currently utilized at the U.S. Customs Service and will be used for research purposes. APPLICABLE DOCUMENTS: On November 19, 2001, the President signed into law the Aviation and Transportation Security Act, Public Law 107-71. Section 115 of the Act mandates air carriers to provide advanced passenger manifest and crew manifest containing certain information pertaining to those passengers. In addition, according to 49 U.S.C. 44909 (c)(3), carriers are also required to provide passenger name record information to Customs. REQUIREMENTS: The services to be provided are as specified herein: Purchase or access to multiple databases/software The database(s) or software shall be commercial off-the-shelf and allow for data integration of information such as, but not limited to, up-to-date addresses; phone records; public records; court records/criminal history; driver license information; airline reservation system; financial information; name variation; associative data such as address linking; FAA records; Vehicle registrations; and SSN data. The data shall be updated regularly to ensure current, up-to-date information. The database should be located at the Customs Service?s Data Center located in Newington, Virginia. Updates of information shall be provided on a schedule (to be agreed to prior to or upon award of any resultant contract). Operator Manuals/Training The contractor shall provide operator/maintenance manuals containing user-friendly operating instructions of the database(s)or software shall be provided. Training of the application/software shall also be provided. INSTALLATION: The contractor shall assist the government in the coordination of installation and provide necessary support, as required. DELIVERABLES: The contractor shall deliver software compatible to government?s specific needs, provide required training of the application to Customs, and shall design and deliver operating manuals. ANTICIPATED PERIOD OF PERFORMANCE: If a solicitation is issued for the equipment/services contained herein, the anticipated completion date is on or about September 30, 2002.
