Description
Bureau of Alcohol Tobacco and Firearms(ATF) services intends to negotiate a sole source procurment with Dr. John Conklin and Washington Colege, Chestertown,Maryland for support training for 40 inspectors who have responsibility for regulating fireworks and explosives manufacturers, importers, dealers and users. The steps to be taken include explaining the scientific background of explosives materials focusing on the basic principles of pyrotechnic and explosive chemistry.Topics covered during the course include designing a pyrotechnic mix,color theory,heat and light production chemical stability, storage, smoke production, performance, saftey and laboratory demonstration, preparation and testing of mixes. Course objectives include that the student will be able to identify components and chemistry of pyrotechnic compositions and devices: the student will develop a sophisticated understanding of the pyrotechnic manufacturing process to apply to the regulated explosives industry, and that the student will apply the understanding of the components and processes to ensure the Bureau's mission as well as their own safety during inspections. The course implementation plan must be delivered and accepted by June 30, 2002. The course has been scheduled for July 15-July 19 2002. The work will require vendor to work closely with ATF Chief, Career Development Division. The primary work site will be at Washington College in Chesterown, Maryland. This award will be made utilizin the simplified acquisitions procedures uder FAR subpart 13.5. Award will be based on meeting the requirements listed above on all on none basis. All interrested parties must submit a quote that demonstrated capability to develop and complete a implementation plan (with a timeline) to include cost within 1 day after this publication. All quotes must include detailed literature on ability and resources to perform this service. Awardee must complete an SF-3381, ACH/Vendor miscellaneous Payment Enrollement Form, for payment via electronic funds transfer.
