Description
The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) has an anticipated requirement to add three (3) curtain antennas at the Robert E. Kamosa Transmitting Station in Tinian. This anticipated requirement will enable 500 kW Shortwave (SW) transmitters to broadcast on low bands (6-11 MHZ bands). It is expected that a competitive Request For Proposal (RFP) solicitation, will be issued with the resultant award of a firm-fixed-price (FFP) contract for the design, construction, installation, testing, and commissioning. The Contractor shall perform all necessary design and expansion of the existing antenna field required to install all necessary antenna curtains and tower structure, and to commission and test fully integrated antenna system. This anticipated requirement includes site investigation, multiple pairs of curtain antennas, coaxial and open-wire transmission lines, field switches, baluns, switchbay modifications, and associated audio/communications/control-room interfaces, and any other necessary modifications to the existing transmitting station facility to accommodate the above-stated antenna installation. The Contractor shall also provide logistics support, including formal training to operating personnel, operations and maintenance (O&M) manuals, and spare parts. Other contract deliverables shall include, but are not limited to, all necessary site layouts, antenna and tower design calculations, drawings and specifications, site specific engineering studies and reports, project schedules, and periodic progress reports. Please note that upon completion of commissioning and acceptance testing of the above, and commencement of SW broadcasting operations at the station, the Contractor (at the U.S. Government's option) may be required to provide on-site technical support for the antenna system for up to thirty (30) days. The Contractor shall be responsible for the complete integration of these newly installed antennas with the existing facilities. The Contractor shall complete all work within 240 calendar days after receipt of the Government's issuance of a written Notice-To-Proceed. Interested firms or joint ventures must have successfully completed similar overseas design and construction projects, consisting of multiple high-power curtain antennas with guyed towers and all necessary supporting equipment, facility interfaces, related utilities, within the last five (5) years from the date the solicitation is issued which can be verified by the offeror's submission of customer references to the BBG Contracting Officer. The references must be available by telephone to provide pertinent technical and other details to the Government regarding such completed similar high-power antenna projects. The BBG expects to issue the RFP for the above effort by the end of March 2002 with proposals due thirty (30) calendar days after issuance. All responsible sources may submit a proposal in response to the forthcoming RFP No. BBGCON3602S5284-KSH, which shall be considered by the Agency. Interested firms and/or joint ventures who desire to obtain a copy of the RFP document shall submit a written request and a nonrefundable check or money-order for $50.00 to the BBG Contracting Officer at the above-listed address. Oral expression of interest in this proposed procurement will not be accepted. Any questions related to the forthcoming solicitation (RFP) document shall be submitted in writing to the above-stated BBG Contracting Officer. All written expressions of interest shall specifically reference this CBD Notice by its title, number, and date of publication. This CBD Notice is not a RFQ, RFP, or an IFB.
