Description
THIS SOLICITATION WILL BE RELEASED FOR ISSUANCE ON 22 FEBRUARY 2002. A Site Visit is scheduled and recommended for ALL attendance prior to submitting an offer. Only one (1) Site Visit will be held and conducted by the Government. Please Fax (703-693-2077) or Email (awoodson@ref.whs.mil) your interest in attending and scheduling. Project Attachments will be issued at time of Site Visit. (NO TELEPHONE REQUESTS WILL BE TAKEN). "Availability of drawings?. The distribution of drawings cannot be done so electronically with the solicitation. These documents will be issued at the time of the Site Visit on February 25, 2002, 10:00 am. SCOPE OF WORK MANHOLE SURVEY AND INSTALLATION OF MANHOLE COVER LOCKDOWN DEVICES FOR NAVY ANNEX, BULDING MANAGEMENT OFFICE (BMO) WASHINGTON, DC 20370 1.-GENERAL: The contractor shall furnish all Supervision, labor, tools, equipment and materials to install 62 manhole lockdown security devices at the Federal Office Building No. 2 (FOB#2), 1301 Southgate Road & Columbia Pike, Arlington VA. 20703. All work shall be performed in accordance with Consolidated Engineering Services Operations and Maintenance Contract Specifications using CLINs 23 and 24. All work services and equipment shall be included in the Operations and Maintenance Contract for service calls. LOCATION: FOB#2, Various locations. 2.-REFERENCES: (a) FOB#2 Site Drawing of Manhole Locations, dated December 26, 2001 (b) Consolidated Engineering Services Operations and Maintenance Contract Specifications using CLINs 23 and 24; and (c) Existing FB#2 Manhole Inventory List 3.-SCOPE OF SERVICES: Task A.-Provide a cost estimate for all of the below listed tasks. Task B.-Survey the FOB2 property and verify all manholes have been designated with a manhole number as shown on the Government furnished drawing. Contractor shall be responsible for including manhole locations not shown on the Government furnished drawing. Contractor shall be responsible for ensuring accuracy of Government furnished drawings(s). Task C.-The Contractor shall be responsible for verification of all measurements and an accurate count of all manholes before ordering any material. Task D.-Provide the Government with a copy of the purchase order for each manhole with attached specifications. Task E.-Contractor shall install lockdown devices. Provide documentation of a Quality Control Program to be utilized during the installation of the manhole lock down devices. All installations shall be performed in accordance with the Manufacture?s recommendations. Task F.-Contractor shall provide updated redline drawings to the BMO upon completion of work. Task G.-The Building Managers Office shall supply the locks for lockdown device. After installation of manhole lock downs, these devices shall be locked. All keys shall be turned over to the Building Manager?s Office Point of Contact (see item #11). 4.-MATERIALS AND EQUIPMENT: All materials and equipment shall be new and meet the Federal Office Building No. 2 building / Defense Protection Services standards. 5.-MANUFACTURE: LockDown-Lock Dry manhole security device or equal. 6.-WARRANTIES: All parts and equipment shall carry a 5-year manufacture?s warranty against defects. All labor shall be warranted for one year against workmanship and repairs. 7.-DELIVERY PERIOD: The contract start date shall be five days after the contract award date. Task A: Cost Estimate Include with initial submittal cost estimate Task B ?G: Survey sites, update drawing, and install lockdown devices 60 days after NTP 8.-SCHEDULES: The contractor shall provide the Contracting Office or her Representative with a written work schedule for approval before any work is performed. 9.-HOURS OF PERFORMANCE: Working Hours: Regular working hours shall consist of a period established by the Contracting Officer between 7 a.m. and 5 p.m., Monday through Friday, excluding Government holidays. Work outside Regular Hours: Work outside regular working hours requires contracting officer approval. Provide written request 10 calendar days prior to such work to allow arrangement to be made by the Government for inspecting the work in progress. 10.-INSPECTIONS: The Contracting Officer or her Representative shall perform a minimum of the following inspections for completion and acceptance. (A)-Start-up; (B)-Preparation/repairs; (C)-Final 11. PROJECT COORDINATORS: TO BE IDENTIFIED 12.-ATTACHMENTS: Drawing of FOB2 and surrounding area, LockDown LockDry specifications and manhole inventory survey.
