- NA The Product Manager-Soldier Equipment (PM-SEQ) at the Soldier and Biological Chemical Command, Natick, MA is conducting a market investigation to identify domestic products, suppliers and manufacturers of a device, which will allow the standard M-12 holste r, which is designed to support the M-9 pistol, to be carried in a mid thigh position. This device may be one item or a modular system that has components that will perform in climates according to Army Regulation 70-38 (full range of climates). The TT H must be a commercial off the shelf (COTS) item that will not require additional research and development. The following capabilities are critical requirements: (1) The TTH shall be allow the user to carry the M-12 holster in a mid thigh position. (2) It shall attach to all current Load Bearing equipment i.e., ALICE, MOLLE and Law Enforcement Ensemble. (3) The TTH shall be capable of being supported on the waist belt of the wearers clothing. (4) The TTH must be easy to attach and detach from the weare rs equipment in all kinds of weather and field conditions. (5) The TTH must not interfere with existing space on the wearers load bearing equipment. (6) The TTH must be ambidextrous. (7) The TTH must be adjustable to allow optimum placement of the weapon on individuals of various heights. In addition, the TTH shall also be compatible with all cold weather clothing (i.e., Extended Cold Weather Clothing System (ECWCS)), and Joint Service Lightweight Integrated Suit Technology (JSLIST). The design of the T TH must maximize soldier safety, comfort, and user acceptance. The TTH shall have a minimum service life of 120 days and have a minimum shelf life of 3 years without being affected by mold, fungus, rot, etc. The TTH shall resist degradation to the materi al fibers by POL products to include all diesel fuels, gas, oils and weapons lubricants. Commercial TTH will be in green in color (CG 483) and it shall not require any special logistical considerations, care, and storage. Any instructions required will be published in an instruction sheet that, if possible, can be sewn to the item or at least contained in packaging. All safety hazards associated with the operation, maintenance, transportation, storage, and handling of the TTH shall be eliminated or red uced to an acceptable risk level. Any potential health hazards shall be identified. Interested firms are requested to submit information on their product(s) within thirty (30) days following the publication of this synopsis. Interested sources shall inc lude information detailed in the CBD Note 25 regarding a firm?s experience, personnel, and facilities. Information should include, but not limited to, product cost, technical information (e.g. physical properties, performance characteristics, test methodo logy (e.g. ASTM, UL), certification/compliance (NFPA, ANSI/OSHA), material identification, and MSDS), illustrations and designs, color availability, warranty terms, relevant company background/experience, ISO 9000 certification, and any other information t hat the company believes demonstrates the value of their product(s) and ability to meet the requirements. Companies are also encouraged to submit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples.
