Description
NA The U.S. Army Communication-Electronics Command (CECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Office proposes a non-competitive acquisition with Schiebel Technology, Inc, Warrenton, VA and Mirage Systems, Sunnyvale , CA to perform enhancements to the existing Landmine Detection and Survey System. The existing Landmine Detection and Survey System integrates the Schiebel CAMCOPTER Unmanned Aerial Vehicle (UAV) with Mirage Systems' unique Ground Penetrating Radar (GPR) and differential GPS system. The system operates from standoff platforms that allow the radar sensor to be remotely located from the ground surface. Other elements of the system include: a compact radar electronics system that employs a gated FMCW wavef orm with software flexibility to control the parameters of the radar's waveform; a carrier-phase differential GPS system integrated with inertial sensors that provide centimeter-level geo-referenced positional accuracy and full platform orientation informa tion at the high update rates required for precise synthetic aperture radar (SAR) focusing; SAR processing algorithms that form focused and motion-compensated 3D SAR imagery; signal processing algorithms that incorporate specific target features within the SAR imaging process to provide target characterization; and signal processing algorithms that combine differential GPS data and inertial data to provide positional and orientation information with high accuracy at high update rates. This procurement is l imited to Schiebel Technology, Inc. and Mirage Systems because this vendor is the only known source for this particular landmine detection system. The primary tasks will be: Design and build a processing suite to enable faster and improved image processi ng; Collect and process GPR data gathered at various test sites using the existing CAMCOPTER/Mirage Airborne GPR system; Modify the existing prototype Mirage Airborne GPR to better adapt it for use with the CAMCOPTER UAV, taking into account hardware and v ibration issues identified during previous testing; improve the existing Airborne GPR control software to correct errors and data transfer delays encountered during previous testing; and modify the existing CAMCOPTER UAV Mission Control Program to further enhance its precise mission-planning capabilities. The duration of this effort is 12 months. A Cost Plus Fixed Fee contract is expected. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the above landmine detection and survey system may submit a quote that shall be considered by the agency. Offerors must possess technical expertise and/or experience building the mine proof detection system. Responses shall be no longer than five (5) pages and provided in Microsoft Word 2000 format. Responses shall be submitted via email to pat.davis@cacw.army.mil within 30 calendar days of the date of this notice. All requests for further information must be in writing and via email to the above address, telephone requests for additional information will not be honored.
