Description
The Space and Missile Systems Center (SMC) NAVSTAR Global Positioning System (GPS) Office intends to procure On-Orbit sustainment support for the Global Positioning System (GPS) Block II/IIA satellites for Calendar Year 2003 with yearly options from 2004 through 2009. The anticipated award date is 31 October 2002. The design of the Block II/IIA satellite is proprietary to Boeing North America. While Boeing is the only known company capable of providing subject requirement, all interested parties are invited to submit a written Statement of Capability (SOC). Interested parties must have Block II/IIA subsystem expertise in order to provide a detailed assessment of the State of Health of the satellites as determined by component hardware and software failures, degradation, and trending data. Interested parties must also have a detailed knowledge of Block II/IIA operations, Master Control Station (MCS) interface, ICADS interface, and satellite design to develop recommendations for anomaly resolution, end-of-life testing, and disposal operations. Interested parties must be able to operate and maintain the GPS Block II/IIA telecom simulator (TSM) and the Integrated Mission Operations Support Center (IMOSC) - to include box repair and software maintenance of these unique support systems. Facilities to perform the box repair must be provided by the contractor. The offeror must be cleared to handle government equipment and information up to, and including, Top Secret - SCI. All SOCs should be received within fifteen (15) days from the date of publication and should include the following information: a technical description of the offeror's experience and knowledge of the GPS Block IIA Satellite and on-orbit sustainment, description of facilities and equipment intended for use in support of this effort, proof of security clearances for government evaluation, and the information required by note 25.
