- Description
- The Federal Bureau of Prisons, Southeast Regional Office is soliciting under full and open competition, a Request for Proposal(RFP) 30106-0003, for the provision of Comprehensive Medical/Hospital Services at the United States Penitentiary (USP), Federal Detention Center (FDC), and Federal Prison Camp (FPC) located at 601 McDonough Blvd., SE, Atlanta, Georgia 30315. Provision of the Comprehensive Medical/Hospital Services will be on a ?performance-based? approach with the required output to be performed by the Contractor: OUTPUT #1: Provide inpatient and outpatient physician services which conform to community standards and all local state and Federal laws and regulations applicable to the delivery of health care to members of the general public. OUTPUT #2: Provide inpatient and outpatient facility services which conforms to community standards and all local, state and Federal laws and regulations applicable to the delivery of health care to members of the general public. OUTPUT #3: Provide a system of centralized billing whereby the Bureau receives one billing for all contract services related to an inpatient admission or outpatient encounter. OUTPUT #4: Manage medical record information in a manner which promotes continuity of care while observing restrictions on the release of information. OUTPUT #5: Maintain open avenues of communication facilitating the exchange of information between the contract physician, contract facility, and the Government regarding the contract services. Services to be provided include inpatient/outpatient facility services, inpatient/outpatient physician services, and outpatient institution services (Orthopedic Surgeon, Radiologist, General Surgeon, Ophthalmologist, Oral Surgeon, Optometrist, Dermatologist, Dietician, Cardiologist, Urologist, ENT Specialist, Nephrologist, Pathologist, Neurologist, Gastroentorologist, and Podiatrist. Services shall be provided within a 30-mile radius of the USP/FDC/FPC in Atlanta, Georgia. The contract type is firm-fixed price indefinite delivery/requirements contract. The estimated quantities for Base Year and all option years are as follows: 250 Inpatient Days, 400 Outpatient Visits for each contract year. The anticipated period of performance will be as follows: Base year: Date of Award (DOA) thru 12 months from date of award; Option Year 1: 13 months from DOA thru 24 months from DOA; Option Year 2: 25 months from DOA thru 36 months from DOA; Option Year 3: 37 months from DOA thru 48 months from DOA; Option Year 4: 49 months from DOA thru 60 months from DOA. The evaluation criteria for this solicitation will be (1) Price ( 40 points) (2) Past Performance (25 points) (3) Technical Merit (25 points) (4) Small Disadvantaged Business Participation Targets (10 points). The NAICS code for this service is 622110 with small business size standard of $25.0 million. The solicitation will be made available on or about March 22, 2002 and will be distributed solely through the General Services Administration-Federal Business Opportunities website http://www.fedbizopps.gov/.
