- This OMB Circular A-76 Commercial Activity Study for Information Technology Support Services for NAVSEA Indian Head, MD was previously synopsized as number N00174-01-R-0047. These Information Technology (IT) services are not Navy and Marine Corp Intranet (NMCI) related services. If you previously registered for solicitation N00174-01-R-0047, you do not have to register again. To register for this solicitation, send an email to Contract Specialist Patricia Downey at downeypj@ih.navy.mil. Your email must show solicitation number N00174-02-R-0021 in the subject line and must include the following information: name of requestor, organization name, address, your email address and your telephone and fax numbers. Use your email read notification feature to confirm the Contract Specialist?s receipt of your registration. The purpose of registering for this solicitation is t o develop an email notification distribution list, which will also serve as the bidders list. Once the solicitation has been issued on the internet, the Contract Specialist will send an email notification to the registered requestors informing them that the solicitation is now available for downloading off the internet. Copies of the issued solicitation and any amendments can only be obtained by downloading them from the NAVSEA Indian Head Contracts Division website at http://www.ih.navy.mil/contracts/. Copies of the solicitation or any amendments will not be emailed, faxed, mailed or provided in person. These types of requests will NOT be acknowledged. The government is not responsible for any undelivered email notifications. It is the requestor?s responsibility to periodically check the NAVSEA Indian Head Contracts Division website for current status of this solicita tion and amendments. This solicitation will be available for downloading from the NAVSEA Indian Head Contracts Division website on or about March 4, 2002. Prior to this date, you will not be able to access this solicitation. To be eligible for award, you must be registered in the DOD?s Central Contractor Registration (CCR) database. For more information on registering for the DOD CCR, call 1-888-227-2423 or visit the CCR website at http://ccr.edi.disa.mil. This requirement is a Full and Open Competitive Procurement with an evaluation preference of 10% for HUBZONE contractors. The NAICS code is 541513. The size standard is $18 million. The FSC Code is D317. This requirement is for Information Technology support services that are NOT Navy Marine Corp Intranet (NMCI) related NAVSEA Indian Head, Indian Head, MD. These functions are currently being performed by a government workforce with contractor support. Under OMB Circular A-76 Commercial Activity Study procedures, the government is developing an in-house cost estimate. A cost comparison will be conducted to determine the most efficient and cost-effective service provider for these services. A contract may or may not be awarded as a result of this cost comparison. If a contractor is selected as the service provider, a contract will be awarded in accordance with OMB circular A-76 as well as all other applicable Federal, Defense, and Navy acquisition regulations. If a contract award is made, government employees displaced by the award will have the right of first refusal for positions with the contractor for which they are qualified. This requirement is for one base year and up to four option years. The requirement is a firm fixed price requirement with an optional line item for time an d materials. The solicitation will be available for downloading on or about March 4, 2002. A site visit will be conducted on March 11, 2002 at 9 AM at NAVSEA Indian Head, Indian Head, MD. Information about the site visit will be in the solicitation. The Information Technology (IT) support shall include but is not limited to: hardware and software support; the evaluation of system and hardware proposals; maintenance, systems development, management coordination, and integration of major NAVSEA and DoD Corporate systems as well as local business systems; operation of the activity?s central computer complex; and providing technical and functional support for the business systems of the activity; and serving as the Information Technology representative for the Indian Head Surface Warfare Center Corporate Systems working groups, which requires offsite travel. The additional r equirement to support the Treaties and Technical Applications Division has been deleted.
