Description
NA PROJECT INFORMATION Solicitation No. DACA45-02-R-0012 On or about 19 February 2002, this office will issue Invitation for Proposals for the Design/Build of the Control Tower, United States Air Force Academy, Colorado. Proposals will be received on or abou t 19 March 2002. This solicitation is unrestricted and open to both large and small business participation. Contractors interested in inspecting the site of the proposed work should contact the U.S. Air Force Academy Resident Engineer, U.S. Army Corps of E ngineers, Building 8110, Industrial Door #7, U.S. Air Force Academy, CO 80840. Telephone (719) 333-2973 or FAX (719) 333-2979. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work w ill include the following: (Any quantities are approximations) The new Control Tower (5 floors/1,150 sq-meters) located at the USAF Academy, Colorado will control the glider and powered aircraft used in cadet training. The facility will be designed in t he International Style of architecture. The facility will consist of two different operations, cadet training and air traffic control. The cadet area will contain a large lobby, briefing room with storage, sub briefing rooms, flight commander's office, logger room, rope storage, toilets, and break room. The air traffic control area includes offices, conference room, radio maintenance, electronics, telephone equipment, storage, coffee bar, elevator equipment, toilets, observation deck, and control cab. A new Ground to Air Transmitter Receiver (GATR, 68 sq-meters) building will be constructed with this project. The GATR building will be located near an existing metal building. Two 30-meter antenna towers will also be erected near the GATR building. A sto rage building and the old GATR building will be removed under demolition in this project. An existing Control Tower, Runway Supervisory Unit and some Ground Support Buildings will also be removed. Included with the design and construction of the Control T ower, Support Building and GATR Building are a 91-stall privately-owned vehicle parking lot, access drives, service drives, walks, patios, aircraft display pad, bus stop and turnaround drive, and dumpster screenwall. Rock surfacing and seeding are also inc luded. Landscaping will be limited to low maintenance shrubs. Boulders will be provided in the rocked areas. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An ad jectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluations factors include: Design Experience, Design Personnel, and Past Performance (Design); Construction Experience; Past Performance, Construction ; Construction Personnel; Project Management Plan and Utilization of Small Business Concerns. Price is subjectively evaluated considering Best Value and Realism. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Cont ractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requ irement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars (b) Small Disadvantaged Business: 9.1% of planne d subcontracting dollars* (c) Women Owned Small Business: 5.0% of planned subcontracting dollars* (d) Severely Disabled Veterans 3.0% of planned subcontracting dollars*. (e) Hubzones 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after Notice to Proceed and complete all design, design reviews and cons truction of the Control Tower within the calendar days submitted in their proposal after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
