Description
The National Data Buoy Center (NDBC), Stennis Space Center, Mississippi, will issue a request for bids to procure services to tow, clean, inspect and refurbish of up to three (3) each 10-meter discus buoy in the area around Santa Barbara and Terminal Island, California. The three (3) buoys involve with varying degrees of work which will be identified more specifically in the bid package. One (1) buoy is available for work at award, with the other two (2) buoys available in early summer 2002. The contract will include Base work on the first buoy, 10D12. The contractor is to tow the first buoy from Santa Barbara, California, to the yard, lift the buoy (60,000 lbs unbalasted) to dry dock, crib it, water blast the marine growth from the buoy, inspect its hull plates, replace the zinc anodes with government furnished anodes, issue a status report and after authorization return it the water and tow to a storage location in Santa Barbara . Based on the inspection report additional work may be authorized by exercising priced Option 1. Option 1 of the Statement of Work (SOW) includes work to the manhole cover fasteners, the main deck hatches and scuttle, rubber fenders, tank coating systems, superstructure assembly, water tightness and surface preparation and coatings. Work is to be completed within 30 days of contract award. Period of performance will be extended with exercise of each option. Mechanical refurbishment of two additional buoys (10D04 and 10D06) based at Santa Barbara or Terminal Island, California, is desired in early summer 2002. The refurbishment of the second and third buoys will include all work done to the first buoy under the Base work, as well as, the work identified under Option 1 of the Statement of Work. This work will be done under Options 2 and 3 to the contract. Bids will require separate line item pricing for towing buoys from each location (Terminal Island and Santa Barbara, California ) to and from bidders yard.
