- FISC Det Philadelphia intends to acquire on an unrestricted basis, testing services to detect antibodies to the Human Immunodeficiency Virus (HIV) in serum and plasma samples taken from 1,300 naval activities worldwide. Services cover initial and follow-up testing. The estimated quantity is 800,000 tests per year. The Navy will draw the samples. The Contractor will be responsible for shipping the samples to its testing lab and reporting the test results to the Navy automated medical system; substantial shipping, reporting and Information Technology (IT) requirements are required under the contract. The period of performance of the basic contract will be 01 Oct 2002 to 30 Sept 2003 with four annual options. A Fixed Price Indefinite Quantity type contract is anticipated. The NAIC code for this acquisition is 621511 and the standard is $10,000,000. All responsible sources may submit a proposal for consideration by FISC. The solicitation will be made available electronically upon its release at www.neco.navy.mil; paper and/or faxed copies of the solicitation will not be provided.
