NA ATTENTION: This is a synopsis, not an RFP. This is a Pre Solicitation Notice for a solicitation which will be issued as an Electronic Bid Set (EBS), available to download on or about 11 February 2002 at the Contracting Division page of the Seattle Distric t website: http://www.nws.usace.army.mil/ct. This project is web only - NO CD's OR HARD COPIES WILL BE AVAILABLE. The Point of Contact for this project is Nancy Gary - Contract Specialist: nancy.a.gary@usace.army.mil. Prospective offerors must register f or the referenced project at http://www.nws.usace.army.mil/ct. When registering, please do so as a Prime, Sub or Plans Room. No phone, fax or email registration requests accepted. Offerors are responsible for checking the referenced web page for any upd ate(s) to the Notice. The website is occasionally inaccessible due to maintenance. Estimated dol lar value is in the range of $25,000,000 to $100,000,000 and the completion period is 660 calendar days. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code f or this project is 233220, which is matched to SIC Code 1522. Project is open to both large and small business. If you are a large business and your bid or proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for small business (SB), historically underutilized business zone ( HUBZone), small disadvantaged business (SDB), woman-owned small business (WOSB), veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB) concerns. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $27.5 million. This will be a Request for Proposal, and a fixed-price contract will be negoti ated as a result of this procurement. This Pre Solicitation Synopsis is for the described project: FY02 Whole Barracks Renewal at Ft. Lewis WA. Construct a 3-story, 300 person barracks with attached single-story Soldier Community Building, approximately 11,200 square meters; a 2-story battalion headquarters building, approximately 1325 square meters; one 2-story ?large? duplex company building approximately 1875 square meters each; and two 2-story ?medium? duplex company buildings approximately 1550 squar e meters each; all with concrete tile roofs, and all associated sitework and utilities. Construction includes structural steel frame (special moment frames and braced frames), steel stud/masonry veneer exterior walls, E.I.F.S. exterior wall systems, steel stud and gypsum board interior partitions, and vinyl and aluminum window systems. Electrical systems include ICIDS, fire alarms, and telecommunications. Special construction includes arms vaults and documents vaults. Mechanical work for the barracks an d Soldier Community Building includes 150 ducted fan coil units equipped with hot water coils for the barracks modules. A central ventilation and exhaust system utilizing air-to-air heat exchangers provides room ventilation on a continuous basis. The Sol dier Community Building mechanical room includes two heating boilers, and three domestic hot water heaters. The domestic hot water system features centralized heaters with eight 500 gallon stainless steel storage tanks. The Soldier Community Building inc ludes a laundry facility which includes heat recovery for the dryer exhaust. The remaining facilities include individual boilers for the heating source, and air handling units for heating and ventilating. All combustion equipment fires on natural gas. A centralized 30,000 gallon propane storage and mixing station provides backup fuel through a separate distribution system. Provide minor structures for enclosu re of waste dumpsters and electric transformers, and weather protection of landscape maintenance equipment and materials. Provide landscaping to include approximately 740,000 square meters of irrigated lawn areas, 22,000 SM of dryland seeded areas, and a 30,000 SM troop training area, as well as trees and shrubs throughout the site. Provide approximately 4750 meters of water distribution line, 200 meters of fire protection line, 1450 meters of sanitary sewer line and 1320 meters of gas distribution line. Provide approximately 50,000 SM of new roadway, and 24,000 SM of new parking areas, including base, subbase and surface. Site preparation includes demolition of approximately 530 SM of existing structures (steel, concrete, masonry and wood), and demoliti on of approximately 37,000 SM of pavements. Provide a new gatehouse near the intersection of East Drive and North Gate Road. All work tasks shall be completed in accordance with the plans and specifications package.
