- Description
- This is a Request for Information (RFI). The information received will be used in assessing the availability of carriers to perform Charter COMBI service for the Department of Defense (DOD) and to develop the method to procure the requirement. In order to receive an award, the offeror must be a member of the Civil Reserve Air Fleet (CRAF). The Government is requesting support to include a minimum of 30 pax but not more than 40 pax, as well as a minimum of 10 but not more than 20 each 463L pallet positions (108 inches L x 88 inches W x 45 inches-75 inches H). The pallets must support a minimum of 3,000 pounds. Although the Government prefers non-contoured pallets, the Government will consider aircraft requiring contoured pallets. Additionally, the Government finds the ability to accept pallet trains more desirable than individual pallet load capability. The Government is considering soliciting for this service on a 'Best Value' basis, trading off service capabilities against price. Please provide your comments/limitations on the following: (1) Do you currently have aircraft configured for COMBI missions? If not, how long would configuration take? (2) Award: All or none, basis vice spilt awards (awards by routes). (3) Period of Performance: one-year contract. (4) Please provide your commercial method of pricing charters to include how delays, diversions, cancellations, and ferry miles are handled. (5) Aircraft: What aircraft would you submit for COMBI configuration? (6) Flexibility/Expanded Capability: If other needs arise in other parts of the world, what limitations/needs would be required (include pricing)? (7) What recourse does a commercial customer have when delivery is delayed or carrier fails to perform? In addition to your responses on the above issues, please provide any additional comments that you think may assist this office in developing this requirement. Pending outcome of the RFI results, performance is estimated to begin on or after 1 Oct 02. This RFI should not be construed as a commitment or authorization to incur costs in anticipation of such a procurement. This agency is interested in obtaining responses to this RFI from prospective contractors but no contractor shall be reimbursed for providing this information; therefore, the Air Force will accept the requested information in whatever format is provided. All information provided by the contractor will become the property of the Air Force and will not be returned. Responses on the proposed strategy and questions are required no later than close of business on 01 Feb 02.
