Description
NASA/KSC plans to issue a sole source Request for Quotation (RFQ) for one job of relocating of the X-33 STA tank from NASA-Glenn Research Center (Cleveland, Ohio) to NASA- Kennedy Space Center (KSC, Florida) in support of the Second Generation Reusable Launch Vehicle Program. The transportation of the X-33 STA tank requires unique rigging and support hardware from Miller Transportation Company, PO Box 453, Rootstown, Ohio 44272. Miller Transportation Company is the only known source with such specialized, modified equipment for this type of requirement and no other services will satisfy agency requirements in accordance to 10 U.S.C. 2304 (c) as implemented by FAR 6.302-1. This acquisition will provide transportation services and support for the Spaceport Technology Projects Office (YA-E6) at Kennedy Space Center (KSC). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The government intends to acquire a commercial item using FAR Part 12. Interested firms having the capabilities necessary to meet or exceed the stated requirements are requested to submit in writing to the identified point of contact, the appropriate documentation, literature, brochures, and references. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the time stated below, with or without the required information, will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. This synopsis is for planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All responses shall be submitted to Sean Howe via Fax (321) 867-2825 or e-mail at HoweSD@kscems.ksc.nasa.gov no later than 12:00 pm (EST), January 31st, 2002. All responsible sources may submit an offer for all or none, which shall be considered by the agency. An Ombudsman has been appointed. See Internet Note "B".
