Description
This announcement constitutes an official Sources Sought synopsis. The intent is notify potential contractors of the upcoming Precision Measurement Equipment Laboratory (PMEL) acquisition (NAIC code 811219 and size standard $6,000,000 -- effective 22 Feb 02). The contractor will provide Non-Personal services for PMEL at F. E. Warren AFB, WY. These services shall include tenants and other off-base activities receiving support from F. E. Warren AFB. The contractor shall furnish all personnel, equipment, materials, tools, supervision, and other items necessary to manage, test, calibrate, repair, modify, certify and perform maintenance on all assigned equipment and test equipment under AFMATCAL calibration procedures, technical oversight and lab accreditation. Operation of the PMEL shall be of such quality as to provide the professional level of calibration certification required in the T.O.s to assure prescribed accuracy, trace ability, and reliability of all test, measurement and diagnostic equipment. The Government will provide Government-Furnished Property, to include standard testing equipment and a facility that has been inspected for compliance with OSHA and meets AFMATCAL requirements. This acquisition will be a Performance-Based Service Contract, which we will structure around "what" is required as opposed to "how" the contractor should do the work. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government at this time; it is the Government's intent to award a one-year basic contract with four one-year option periods. The successful offeror will be selected based on a Best Value Decision, with the intent of utilizing Price/Performance Tradeoff procedures. The anticipated RFP issuance date is 29 March 2002. In order to assess set-a-side possibilities, interested parties are invited to respond by submitting a letter identifying your business as; 1) small business (SB), 2) 8(a), 3) HUBZone small business, 4) small disadvantaged business (SDB), 5) woman-owned small business (WOSB), or 6) service-disabled veteran-owned small business (SDVOSB) under NAIC 811219 with a size standard of $6,000,000.
