- Description
- NASA/SSC plans to issue a Request for Quotation (RFQ) for Support to Assist in the Technical Oversight for Implementation of an Upgrade to the NASA/John C. Stennis Space Center's Telephone Switching System. The Contractor shall provide the agency with technical oversight and shall have the responsibility to coordinate and work with NASA/SSC contractors, federal, and resident agencies to facilitate a transparent upgrade as well as to evaluate the accuracies of the database and configuration information changes required. Coordination and Planning: Participate and lead meetings (for overall phase-in; coordination for distribution of equipment and facilities modifications); Pre-Cutover Tasks (to include confirmation of the upgrade system configuration, facility modifications, and datatbase records are available); Cutover Tasks (for each phased cutover, the ready to procede status); Burn-In Tasks (review any failures that may occur, work solutions in an expedient manner to minimize customer impact and provide implemented remedies); and Close-out Tasks (provide close-out report on the implementation that details concerns or deficiencies with the system implementation) Deliverables include status briefings and reports on the implementation progress and close-out report. Period of performance is 120 days. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/SSC intends to purchase the services from Packetup Corporation, 403 Miller Drive, Kentwood, LA 70444. A Justification for Non Competitive Procurement is included in the file as only one responsible source can satisfy the agency requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 29, 2000. The submission shall include: technical qualifications and capabilitites, price/cost, business size, taxpayer ID number, Cage Code, and applicable NAICS code. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. NO SOLICITATION DOCUMENT EXISTS. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
