Description
The Pre-Solicitation Notice for Voice Over Internet/Intranet Protocol (VOIP) Two-Way Radio that was posted on December 27, 2001 is hereby cnacelled and replaced with the following notice: The Departmental Offices U. S. Department of the Treasury, intends to award a contract on a sole source basis to E. F. Johnson, Co., Waseca, MN for the development and verification of a Voice Over Internet/Intranet Protocol (VOIP) Two-Way Radio pilot that will consist of seven (7) P25 VOIP repeater sites to be employed by the Department of the Treasury as part of their new technology verification program. The service shall include the following: Provide assistance in determining the definitions and requirements of the wire-line network; Support in the analysis and design of the back haul network and site inter-connection strategy; Recommendation and sizing of Commercial Off the Shelf equipment needed to construct the network; On-site support with the installation, alignment and configuration of the wire-line network; Co-development of the System Acceptance Plan; Support in executing the System Acceptance Plan, including evaluation of the Results; Recommendations regarding system optimization and alternative system topologies. The proposed system will be based on commercially available P-25 compliant VHF repeaters. This upgrade will provide the Department of the Treasury with a fully networkable P25 Digital VHF repeater providing VoIP services transportable over a wide area network consisting of commercially available routers, hubs, data links, etc. The proposal should include both a tactical style virtual console software systems that can be loaded on a Laptop computer, and the capability of upgrading to a fully integrated office style console system used in a dispatch center type scenario. E. F. Johnson, Co. will provide the P-25 VOIP incorporated repeaters and associated console software that will allow the Department of Treasury to build a seven site P 25, VHF, Conventional repeater system that will be integrated into the existing Treasury Communications Enterprise LAN/WAN System. The System will feature end-to-end encryption, full command and control of all repeaters, and will not require any modifications to Treasury?s Current P 25 compliant subscriber units. All responsible sources who can provide equivalent service and equipment shall submit a written quote. Offerors may submit quotations by fax to N. Dale Wakefield, Jr., at 202-622-2343. Quotations may be delivered to 1310 G Street NW, Suite 400E, Washington DC 20005. All quotes must be received by 4:00 PM, Monday February 1, 2002.
