Description
MULTI-MISSION MARITIME AIRCRAFT, The Naval Air Systems Command (NAVAIR) intends to issue a Request for Proposal (RFP), N00019-02-R-3042, as Full and Open Competition for definition of MMA system architecture, to quantify MMA system risks and to develop detailed plans and schedules for development of each MMA concept/system. The objective of this Component Advanced Development RFP is to identify, evaluate, and ultimately select an MMA system concept for further development and subsequent production to recapitalize the capabilities currently provided by the P-3 and EP-3. Small Business firms interested in subcontracting opportunities/teaming arrangements shall provide information that details their intended role and capabilities in the MMA program. The Government will conduct a Pre-solicitation Conference on February 7, 2002 at the Washington Dulles Airport Marriott. The conference will start at 9 a.m. and will last approximately three hours. Conference check-in will begin at 8:15 a.m. A conference agenda can be found on the MMA public website http://mmaprogram.nawcad.navy.mil. Potential prime offerors may request a 50-minute "One-on-One" meeting with the Government commencing at approximately 1 p.m. The Government must receive requests for a "One-on-One" meeting no later than COB February 1, 2002. The order of the "One-on-One" meetings will be randomly determined. The Government will notify those seeking "One-on-One's" by COB February 4, 2002 as to the exact time of their meeting. Space is limited; therefore, potential prime offerors are limited to six (6) representatives and potential subcontractors and other organizations are limited to two (2) representatives. The Government intends to award multiple firm fixed price contracts resulting from this solicitation. The formal solicitation will be electronically released on or about 11 February 2002 on the NAVAIR web site, http://www.navair.navy.mil/business/business.cfm.
