Description
The Environmental Protection Agency (EPA), Office of Research & Development (ORD), Office of Resources Management & Administration (ORMA) has a requirement for a contractor to provide management support to ORMA's mission to ensure that management operations promote sound science and efficient operations. To improve ORD's organizational effectiveness, ORMA needs contractor support with ORD-wide projects and ORMA specific projects. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the statement of work (SOW). Services to be performed include (1) organization and management analysis; (2) resources and Government Performance & Results Act (GPRA) management systems; (3) administrative management services; (4) facilities and meeting related services; (5) training development support; and (6) graphics and communications support. The contractor shall utilize various analytical techniques, i.e., cost benefit analysis, organization analysis, time and motion studies, flow-chart analysis, and process analysis in performing the SOW requirements. A detailed Statement of Work will be issued with the solicitation. The solicitation will be issued in late February 2002, providing for a response time of thirty (30) days. It is anticipated that a cost plus fixed fee/level of effort (LOE) contract will result from the award of the solicitation. The proposed contract will be a term form with a base period of 12 months and four (4) 12-month options. The base LOE for each period will be approximately 10,000 hours with options for an additional LOE of 5,000 in each period, for a total potential of 75,000 direct labor hours over the 60 months. The applicable NAICS code is 541611 with a size standard of 8742. EPA uses Electronic Commerce (EC) to issue solicitations and amendments to solicitations. The subject solicitation and any amendments will be available via the Internet at the URL address shown below. Paper copies of the solicitation will not be provided. No telephone requests will be accepted. All responsible sources may submit a proposal in response to the solicitation which will be considered by U.S. EPA.
