- PR NUMBER FD2020-02-65129 Description: The purpose of this PR is to establish a contract that requires supplies and services to provide the Air Force with the following: Modernized capability of the AN/MSR-T4, Threat Reaction Analysis Indicator System (TRAINS) to capture and analyze range delay counter measure programs. Effort would install the TRAINS Computer Replacement (TCR) and Transient Signal Digitizer (TSD) in the Tobyhanna Army Depot hot mockup van; update Reactive Threats capability; provide amplitude ECM modulation mode identification for the ALQ-184 jamming system; provide and distribute a site database to establish long-term statistical trends in Threat/ECM systems; continue Interim Contractor Site Support; modify Van S/N 03 (old series) TRAINS to Turbo-TRAINS Configuration; reintegrate the Wideband Detection Capability back into the Turbo-TRAINS; demonstrate the Firmware for the Receiver Subsystem; Interim Contractor Support Spares; contractor support for the field installation of PDM Van S/N 19; attendance at Program and Engineering Meetings; maintain Government Furnished Equipment (GFE); and replace and install Narrowband Receivers. Effort expected to take approximately two (2) years and includes modification, documentation, materials, test and installation activities. Any and all deliverable documentation/data provided to the sites will also be delivered to the Program Manager on CD ROM or other appropriate electronic means. Each step will be accomplished at the contractor?s facility, with testing at a beta test site, and then distributed to appropriate TRAINS Vans. CONUS site installations are Belle Fourche ESS, SD; Granite Peak ESS, UT; Mt. Home, ID; Smoky Hill ANG, KS (Beta Test Site); Poinsett Range SC; Melrose Range, NM; Lonestar ESS Pecos Operating Location; and Everton ESS, AR or Lonestar ESS Synder Operating Location, and the hot mockup van at Tobyhanna Army Depot, PA. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
