Description
This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. This is a Small Business Set-Aside. No RFQ will be prepared or made available for distribution. The Government intends to procure on a competitive basis a C2PC Program Analysis in accordance with the below statement of work. Award will be made based on responsive, responsible, and technically acceptable low bids. Competitive awards may be based on evaluation criteria stipulated in the Red, Yellow, Green (RYG) Contractor Evaluation System. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of price and delivery, a determination of responsibility and technically acceptable low bids. Offerors must complete and submit with their quote, a copy of FAR 52.219-1 Alt I/II, Small Business Program Representation. Central Contractor Registration is required for resulting award. Information may be found at http://www.ccr2000.com/. Statement of Work. Paragraph 1, Scope: This effort will require research, analysis, and reporting on architecture and differences between certain C2PC program elements and counterpart NT COE Build 4.5 components. Paragraph 2.0, Technical Requirements. The contractor shall perform the following specific tasks: Paragraph 2.1. C2PC/NT COE Component Analysis. The contractor shall analyze the latest release build of the C2PC program's TrackPlot, Graphics, and Atlas components and the NT COE Build 4.5 JSymPlot and mapping components and prepare a report that includes the following (CDRL Item No. A001): Paragraph 2.1.1. A description of the differences between TrackPlot and JSymPlot architectures. Paragraph 2.1.2. A description of any missing components (API's and associated architecture) which would be required to map NT COE track components onto the C2PC map (Atlas) via TrackPlot. Paragraph 2.1.3. The task scope and labor effort needed to implement changes in the TrackPlot architecture required to map NT COE track components onto the C2PC map (Atlas). Paragraph 2.1.4. An architectural roadmap describing the effort needed to achieve COE mapping compliance within C2PC . Paragraph 2.2. Program Reviews and Demonstrations The contractor shall support in-progress reviews of their work. Paragraph 3.0. Government Furnished Property/Material The government shall provide access to source code for the latest version of the C2PC application program, source code for the NT COE Build 4.5 program, and documentation (SDD's) for C2PC and NT COE Build 4.5 programs. Paragraph 4.0 Travel. The contractor shall perform travel in the accomplishment of this order. The following travel is anticipated: Local travel between contractor and government facilities in the San Diego area. The COR may change travel as required. Paragraph 5.0 Security. Key personnel performing this work shall be cleared to the secret level. Paragraph 6.0 Other. The period of performance for this effort shall be twelve weeks from contract award. The place of performance shall be the contractor's facilities, SPAWARSYSCEN, San Diego and at other government sites. The technical point of contact and the individual who shall perform inspection and acceptance is Mr. Bradford Humphrey, Code D4223, (619) 553-9631, email: bradh@spawar.navy.mil. Please provide the following: 1. Current experience with analysis of software architecture and functionally, generally, and specifically to C2PC system. 2. Detailed, in-depth knowledge of design and functionality of current C2PC components, especially those involving TrackPlot, Graphics, and Atlas. 3. Current knowledge of NT COE 4.5 Symplot and mapping components. 4. Current experience with C2PC interface design. 5. SECRET security clearance is required.
