- D-U. S. Department of Commerce (DOC), National oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Hydrology (OHD) has a requirement for a contractor to provide services as a realtime operational support for the Hydrometeorological Automated Data System. (HADS). The National Weather Service (NWS) currently operates a satellite based data acquisition system that collects, processes and distributes hydrometeorological data. The (OHD) is charged with providing hydrometeorologic data to all NWS operational field offices. HADS receives data from two sources: (1) remote data collection Platforms (DCPS) and the Centralized Automated Data Acquisition System (CADAS - telemetered system). Data is processed, data-based, encoded into the Standard Hydrologic Exchange Format and distributed to all NWS River Forecast Centers and Weather Forecast Officers. There are currently 9,600 reporting locations. The reporting characteristics of the sites are frequently modified in such a manner that require corresponding changes to the HADS network definitions. Day-to- day monitoring and maintenance support is required to ensure the operational integrity of HADS.. Work to be performed shall include the routine monitoring and maintenance of the HADS data network and to provide assistance to other HADS network technicians. With the following Tasks, (1) Coordinate with NWS field offices in order to add newly activated DCPs into the HADS definition files. (2) Perform routine monitoring of data site reporting characterisrtics, Adjust site definitions and data decoding algorithms based upon changes in reporting attributes. (3) Implement HADS network changes derived from information provided by DCP operators. (4) Document all additions, deletions and changes to the HADS definition files. Maintain a log of all DCP network activities. Contractor shall provide a detailed written activity report on a weekly basis, that as a minimum will include: the number of DCP sites added to, or redefined in the HADS network, and the number of hours expended in the performance of duties. This is to be evaluated on a "Best Value Basis" giving due consideration to price, approach and past performance.
