Description
NA This requirement will be procured under part 12, Acquisition of Commercial Items. There will be two Indefinite Delivery awards made from this Request for Quote (RFQ). The U.S. Army Corps of Engineers is proposing to procure Analytical Laboratory Services c onsisting generating data using rigorous analytical methods (such as EPA referenced methods) so that ?Definitive Data?, as referred to in Data Quality Objectives Process for Superfund, EPA 540-R-93-071, will be obtained for every order. The data deliverabl e must include information on initial and continuing calibration, determination and documentation of detection limits, analyte(s) identification, analyte(s) quantification, QC blanks (trip, method, rinsate), matrix spike recoveries and analytical error det ermination. Validation by the Corps of Engineers Chemistry and Material Quality Assurance Laboratory (formerly known as the Missouri River Division-Chemistry Branch CX) is not strictly required for this ID/IQ contract, but it is preferred. This RFQ is prim arily for military projects but could include civil works projects within the Great Lakes & Ohio River Division?s mission boundaries. The period for each contract is a maximum of one year from date of award with an option to extend four (4) additional peri ods with an additional $250,000, for each period the option is exercised. Project will be awarded by individual task order not to exceed $150,000 with a minimum of $1,000, and with the maximum contact value being $250,000 per year; total contract capacity is $1,250,000. The Government intends to exercise their right to exercise an unused contract option before the expiration of the base contract period (or preceding option period), if the contract amount for the base period (or the preceding option period) has been exhausted or nearly exhausted. The government intends to award this RFQ based Best Value to the Government. Factors to be considered are Technical Ability, Past Performance, Regulatory Compliance, including quality control and price. This announc ement is open to all businesses regardless of size. If a large business is selected for award of a contract, the firm will be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public La w 950507 prior to award of the contract. The current subcontracting goals are Small Business 40%, Small Disadvantaged Business 13.0%, Small Business Set-Aside 10%, Woman Owned 5.0%, HUBZONE 2.5%, and Service Disabled VET 3.0%. This RFQ has an approximate i ssue date of 05 February 2002 and an approximate due date of 15 February 2002 @ 4:30 PM, Local Time, NAICS 541380 ($5MIL). Wage Determinations under the U.S. Department of Labor apply to these services but will only be sent to offerors who submit a quote. Wage Determinations are requested based on the County and State where the work is being performed. When submitting your quote, you MUST give the State and County where your firm is located.
