DESCRIPTION: On or about January 31, 2002 the VA Maryland Health Care System (VAMHCS) will issue a Request for Proposal for an 8A General Construction IDIQ Contract. Proposals will not be opened publicly. PROPOSALS WILL BE RESTRICTED TO CERTIFIED 8A FIRMS with an office in the Baltimore District and approved by SBA Baltimore District Office. NAICS Code is 233320. Small Business size standard is $27.5 Million. This solicitation will facilitate award of General Construction Indefinite Delivery Indefinite Quantity (IDIQ) with five awardees. Task Orders shall be competitively bid between the five awardees for multiple projects within the VAMHCS. Geographic limits for work under this solicitation includes the VAMHCS which is made up of Three Medical Centers, (Fort Howard, Baltimore and Perry Point), Baltimore Rehab & Extended Care Center (BRECC), and Outpatient Clinics throughout the entire state of Maryland. Proposals will be evaluated based on factors and interviews. The VAMHCS will evaluate all proposals with the top eight (8) being called in for interviews, copy of interview questions will be included in the solicitation. Those interviewed shall be ranked based on their interviews and award shall be made to the top five (5). Interviews shall be conducted within 15 days of proposal due date. Any contractor not available for interview during this period shall be eliminated from consideration and the next ranked proposal shall be considered. The evaluation factors are as follows: (a) Past Performance (b) Experience (c) Management and Organization (1) Key Personnel (2) Safety and Health (3) Bonding Capacity (d) Technical Ability (Inhouse trades/capabilities). The maximum amount of work that can be awarded shall not exceed $4,950,000 per life of contract with a minimum of $100,000.00 per year being awarded under this contract. Contract shall have base year period with TWO (one year) option periods. Contractors shall be required to furnish all parts, labor, supervision, materials, and equipment to construct a wide variety of construction features to include but not be limited to; general construction, heavy construction, building construction, mechanical work, and electrical work. The scope of work and authority to perform the work will be accomplished using Task Orders which shall be competed between all five awardees under this contract and shall be awarded to the lowest bidder by the Contracting Officer. Solicitation for Task Orders shall include all necessary specifications, bond requirements and provisions etc. as appropriate to each specific project. The Awardee/contractor will be required to commence work within ten (10) days after Notice to Proceed for each Task Order. Awardees under this IDIQ contract shall be required to competitively bid on all solicitations for task orders during the term of this contract. If an awardee fails to bid or the contracting officer determines that the contractor is not bidding competitively the awardee may be terminated and award made to the next highest ranked concern who shall be added to the contract. The VAMHCS reserves the right to add additional awardees to this IDIQ contract at any time to insure that we have five prospective bidders at all times. Any new awardees shall be taken from those already interviewed and ranked. Proposals are due by C.O.B. February 21, 2002 at VA Medical Center, Contracting Officer (90C), Building 101 Rm. 26, PO Box 1000, Perry Point MD 21902-1000.. Award is expected March, 2002. Contractors submitting proposals shall be VET-100 compliant. Any Proposal received from a contractor that is not VET-100 compliant shall be considered non-responsive and will not be considered. Contractor will be contacted and given the opportunity to demonstrate that they are compliant prior to being removed from consideration. Solicitations will not be sent to contractors who do not meet the restriction criteria. Solications must be requested by US Mail or e-mail, phone and fax requests shall not be accepted.
