Description
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. NASA/GSFC plans to acquire 16 each Photodiodes; screening and testing of the photodiodes. Specifications for the photodiodes shall include: (1) configuration: the detector must be a quad detector (it must contain fourt separate active areas); (2)Active area per element: at least 1.6 sq. mm; (3) Response time: at most 3ns into 50 ohms; (4) Bias voltage: operation specified at most 10v; (5) Responsivity at l064 nm: at least .25 a/w; (6) Dark Current: at most 1na @ 10v reverse bias; (7) Noise equivalent power: at most 8.7x10~-15w/root hz @ 10v reverse bias, 970 nm; (8) Operating temperature range: -40 to +100C; (9) Package style: must be to -5 can; at most 0.142" height. Special instructions to include: (1) Lot Date Code: all parts, or packaging, shall contain the lot date code for the final assembly of the parts. The die lot date code and country of manufacturer is also required. (3) single lotdate code: all parts shall be of the same die lot and assembly lot date code; (3) Age: the lot date code shall not be older than 3 yrs; (4) Changes or substitutions: no changes or substitutions shall be made; (5) C of C: a certificate of compliance from the distributor is required; and (7) ESD: all items shall be packaged in conductive packaging and marked as ESD sensitive per MIL-STD-1686. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than January 30, 2002. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
