Description

The Saint Lawrence Seaway Development Corporation intends to award a concession contract to operate a bonded duty-free export facility located at the approach of the Seaway International Bridge at Rooseveltown, New York. Proposals are being requested from interested and qualified offerors desiring to operate the bonded duty-free export facility for a period of five (5) years beginning July 1, 2002. Award will be made to the offeror whose proposal is most advantageous to the Corporation based on the following evaluation factors: financial return to the Corporation; past experience, skills and management capability; financial ability to perform; proposed method of operation and management of concession; and quality of service. Offerors may request copies of the Request for Proposal (RFP) package by facsimile to (315) 764-3268, e-mail to patricia.white@sls.dot.gov, or mail to the attention of the Contracting Office, PO Box 520, Massena, New York, 13662. The RFP will be available by downloading from www.FedBizOpps.gov fifteen (15) days after publication of this notice. The drawings included in this RFP are not downloadable. Offerors shall contact the Contracting Office for drawings. Completed proposals must be received by the Contracting Office at the address above by 4:30 pm, March 5, 2002. Facsimile proposals will not be accepted. All responsible sources may submit a proposal which shall be considered by the Saint Lawrence Seaway Development Corporation.
