- Description
- The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has requirement to purchase a Spectrum Spotlight System/PC from Perkin Elmer, 710 Bridgeport Ave., Shelton, CT 06484. The system must meet the following specifications: 1) Rapid Scan Spectrometer incorporating a DTGS detector: a) Ge-coated KBr beamsplitter; b) Capable of acquiring more than 80 scans/s; c) Resolution better than 0.1 cm-1; d) Detector sensitive in 7800-400 cm-1 spectral range; e) S/N ratio better than 24000:1 peak to peak for a one minute measurement at 4 cm-1 resolution using Norton-Beer apodization; f) Full-size sample compartment with dry Nitrogen purge. 2) Microscope attached to the rapid scan spectrometer with appropriate beam direction optics. 3) Automated mapping stage with software and joystick controller. 4) Single element and linear multichannel detector on the same substrate with the same dewar. 5) Transmission, reflectance and ATR modes of operation using single element detectors. Transmission and reflectance using multichannel detector. 6) Full mouse-controlled automation, including auto-focus, auto-correction, auto-illumination, auto-transmission/reflectance switching and auto-aperturing. 7) System must have a removable lower cassegrain objective to allow the measurement of thick samples. 8) Microscopic observations using single element detector: a) Detector sensitive in 7800-600 cm-1 spectral range; b) S/N ratio better than 10000:1 peak to peak for a 4 cm-1 spectral resolution using the Norton-Beer apodization for 128 scans. 9) Microscopic observations using linear multichannel detector: a) Software selectable high spatial resolution (better than 7 mm) and low resolution (better than 30 mm) modes for microscopic observations using multichannel detector; b) Software selectable spectral resolution between 2cm-1 and 64cm-1; c) Noise better than 1600:1 peak to peak for every individual detector at 16cm-1 for Norton-Beer apodization in an acquisition and processing time of 1 minute; d) Variance in individual detector S/N ratio must not be more than 2%; e) Ability to sequentially acquire multiple sampling area on the same sample in batch mode. System must have the capability to delineate all sample areas in a batch to be mapped before the start of acquisition; f) Ability to map the same sample area multiple times over specified time periods; g) Data to be exportable to NIH format readable by ENVI. 10) Automatic atmospheric absorption suppression. 11) Sealed and desiccated optics. 12) Complete software suite for data acquisition. Software processing must include routines for obtaining total absorbance, single-wave number, band-area, multiple band-area and band ratio images with image processing functions including derivative, smooth and atmospheric vapor removal. 13) Computer system to consist of: a) Windows 2000 based PC system with a 1 GHz processor or better with a 17 inch or larger monitor; b) 512 MB or more of RAM; c) 20 GB or larger hard drive; d) CDRW. 14) Additional Accessories: a) Ethernet hub; b) Visible polarizers; c) Box of sample slides; d) KBr windows (2); e) Gold mirror assembly; f) Simple sample holder; g) Rotatable cell holder; h) Sufficient line cords. 15) One year on-site warranty for parts and labor. 16) 30 day delivery. The Institute intends to purchase this equipment by other than full and open competition from Perkin Elmer. To the best of the Governments knowledge they are the sole manufacturer and distributor of this equipment. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for the purchase of commercial equipment with the Simplified Acquisition Threshold of up to $5 million dollars. It is anticipated that the request for Quotation (RFQ) NIH-NIDDK-02-719 will be available fifteen (15) days after the publication date of this synopsis. The anticipated award date is February 15, 2002. Request for copies of the RFQ must be in writing and may be FAXED to 301-480-4226.
