Description
THIS IS A MARKET SURVEY FOR WRITTEN INFORMATION ONLY FROM SMALL AND SMALL DISADVANTAGED BUSINESSES. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, HOWEVER, A DRAFT STATEMENT OF WORK (SOW) IS AVAILABLE. RESPONSES SHALL NOT EXCEED 40 PAGES AND STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL SUPPORT SERVICES DEFINED BELOW. The Environmental Protection Agency (EPA) is performing a market survey to determine if small and small disadvantaged businesses possess the necessary technical capabilities to support the Program Assessment and Outreach Branch (PAOB) of the Office of Pollution Prevention and Toxics (OPPT) in performing work under the authorities of the Toxic Substances Control Act (TSCA), Title X- Residential Lead-Based Paint Hazard Reduction Act of 1992 of the Housing and Community Development Act of 1992 (P.L.102-550), and the Emergency Preparedness and Community Right-to-Know Act (EPCRA). You are directed to the EPA Website under the solicitation number PR-HQ-02-10552 at "www.epa.gov/oam/hpod/" for full details on this synopsis and the draft version of the SOW. The applicable NAICS Code is 541690 with a size standard of $5 million for potential small and small disadvantaged businesses. Vendors with the capability of providing services defined in the SOW are invited to submit, in writing, sufficient information within the page limitation (40 pages) which demonstrates their ability to fulfill the requirement. Responses must demonstrate capabilities/expertise in all aspects of the SOW.
