- Description
- This is the solicitation for an OMB Circular No. A-76 commercial activities study of Material Management Support Services at the Naval Aviation Depot (NADEP, Jacksonville, Florida). Prospective offerors must obtain International Standards Organization (ISO) 9001(1994), ISO 9002(1994), or ISO 9001 (2000) registration in accordance with ANSI-RAB accreditation requirements. This effort will be competed on a full and open bases and will use of Best Value Method of evaluation. The Material Management Support services are currently performed by a Government workforce supplemented by contractor support. A cost comparison will be conducted, under OMB Circular No. A-76 to determine the most cost effective mode of operation. The Government is developing an In House Cost Estimate and a contract may or may not be awarded as a result of this study/comparison. If a contractor is selected as the most cost effective performing activity, an award will be made in accordance with OMB Circular No. A-76 in conjunction with all other applicable Government and Navy acquisition. The Performing Activity shall provide, in accordance with the performance work statement, all personnel, materials, supervision, management and other resources necessary to perform the following major functions: Acquisition of Materials and Service, Material Status and Material Handling and Communications. This work will be performed primarily at the Naval Air Station, Jacksonville, Florida. Some travel may be required. The requirement will have a base performance period with 4 option periods for a total of a five year performance period. A site visit is anticipated .
