- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the i nternet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge to prime contractors and plan rooms on a first come first serve basis. Only 50 CD?s will be issued. Paper copies o f this solicitation will not be available. Description of Work: This solicitation is for the design, permitting, site preparation and construction repairs, additions, and alterations to buildings, roads, and drainage and utility systems. Work will be per formed primarily at Federal Facilities in Georgia with limited work at Federal Facilities in South Carolina and North Carolina. Work may also be included for Federal Projects within the geographic boundaries of the U.S. Army Corps of Engineers South Atlant ic Division. The task orders issued under this contract will be Firm Fixed Price Construction (FFP-C) or Firm Fixed Price Design/Build (FFP-D/B). The contract shall be for a base year and contain options for two additional one- year periods. Total cost of the contract including base year and options shall not exceed $13.5 million. The method of acquisition shall be Lowest Priced Technically Acceptable. Offerors are required to submit price and technical proposal information as stated in the solicitation. T he following evaluation criteria will be used for selection: The evaluation factors for Construction will be (1) Past Performance (2) Experience and (3) Management. The evaluation factors for design will be (1) Specialized Experience and Technical Competen ce, (2) Design-Capacity, (3) Professional Qualifications and (4) Knowledge of Locality. Proposals will be evaluated on a GO/NO GO basis. Each proposal shall contain the offeror?s best technical proposal and best price. It is intended that award will be mad e without discussions, however the Government may determine that discussions are necessary. Network Analysis System will be required on a task order by task order basis. This solicitation is issued on an unrestricted basis pursuant to the ?Business Opportu nity Development Reform Act of 1988? (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about February 6, 2002 on the Internet at http://ebs.sas.usace.army.mil/ Notification of amendments will be th rough use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the contractor?s responsibility to check the Internet address provided below as necessary for any posted changes to this solicitation and all amend ments.
