- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (May 2001); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (May 2001); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2001). Statement of Work: The African Development Foundation (ADF) is recruiting individuals on a contract basis to serve as resident and/or short-term advisors in Africa. This recruitment is for continent wide assignments with immediate openings in Namibia and Uganda. Under its Office of Trade and Investment Promotion, ADF is dedicated to promoting increased participation of indigenous African small and medium-sized enterprises (SMEs) in international trade and investment flows. This Office, in cooperation with ADF's regional teams, identifies, supports and promotes African indigenous SMEs, trade and investment organizations desiring to improve their competitiveness, expand their enterprises, mobilize additional investment, and access regional and global markets. General Duties: This scope of work (SOW) defines the general duties of the contractor to provide senior advisory services to indigenous African SMEs and development organizations under ADF's Trade and Investment Program. The period of performance is a thirty-month (two years and six months) base period with an option of an additional thirty months provided the parties are in mutual agreement on the extension. If the contract is renewed, the contractor would be expected to use any accumulated annual/sick leave to spend 30 to 60 days off. The duties include providing advice, technical assistance and training to indigenous African SMEs, trade and investment organizations on designing and implementing trade and investment strategies and programs, including strategic planning, policy and program development, project appraisal, financial analyses corporate accounting, internal controls, efficiency and productivity enhancements, industry research, marketing, performance monitoring and program evaluation. The contractor will bring technical expertise in US-African trade and investment policy and program implementation, the complexities of SME development, critical Africa regional experience, as well as investment analysis and project appraisal skills, which are not available in the Agency. The contractor is expected to be a senior advisor and will be responsible for formulating and promoting the adoption of innovative policies and strategies for spurring increased competitiveness and growth of indigenous SMEs in African countries where ADF operates. In addition, the contractor may be called on to develop and carryout other program support and/or evaluation activities that promote ADF strategic objectives related to micro-and small enterprise development, organizational development, fundraising, developing innovative public-private strategic partnerships. Specific tasks: The specific assignments and responsibilities of the senior PSC may vary in accordance with ADF programming priorities, regional and country emphasis. Generally, the contractor will serve as a Senior Advisor to ADF's partner and ADF-supported projects, provide advice and counsel to other ADF program managers, and represent ADF in various forms which focus on policy development, best practices, and strategic initiatives in trade and investment. In these capacities, s/he will also be responsible for and will undertake the following actions: 1) Serve as an expert and professional advisor to ADF-supported enterprises and organizations in ADF program countries on issues affecting the development and implementation of trade and investment programs. 2) Assist ADF partners and ADF-supported SMEs in conceptualizing and implementing program strategies, product development, financial control systems, marketing, management and organizational development activities to improve their competitiveness and increase their participation in trade and investment activities. 3) Prepare product, industry and sector analyses to assist ADF applicants and ADF-supported projects in developing and documenting proposed and approved projects. 4) Conduct regular monitoring and analysis of country program and project performance, recommend remediation to address country program and project performance problems and to improve the effectiveness of ADF support. 5) Provide advice and counsel to the Foundation on the formulation and execution of ADF's trade and investment programs in assigned countries. 6) Review and evaluate trade and investment project proposals to make recommendations to ADF/Washington on their initial and ongoing need, readiness and eligibility for ADF and other investments. Conduct pre-funding, project startup, mid-term and end of project field assessments for funded projects and programs. 7) Represent ADF and interact with other USG agencies, international finance and business development service institutions, and US private sector and Private Voluntary Organizations (PVO's) in areas of mutual interest and benefit. 8) Assist the Foundation's partners and grantees in documenting and disseminating their "lessons learned" and "best practices". General Work Conditions: The contractor will report to the head of ADF's office of Trade and Investment. The contractor will operate from ADF offices in Africa. When in Washington, DC the contractor will have office space provided at ADF. The contractor is expected to travel 60% of the time visiting projects and ADF partners. Skills and Knowledge Required: This contractor will be required to have a Masters Degree or equivalent in finance, business or economics, at least five years of professional experience with trade and investment programs, a strong background in financial analysis and modeling, experience providing managerial and/or technical assistance to businesses in Africa and/or other developing and transitional economics, and excellent written and oral communications skills. In addition, s/he should be well versed in the areas of project design, development, and monitoring of SME projects. While technical skills are important, the ability to relate to and gain the confidence of indigenous entrepreneurs and SMEs, and host country officials is critical. French and/or Portuguese language proficiency is desirable. Salary and Benefits: Salaries will be negotiated based on demonstrated salary history and in accordance with US governmental policies. Expected compensation currently ranges from $78,265 to $101,742 subject to January 2, 2002 cost of living adjustments. As a matter of policy and as appropriate the government recognizes these benefits to the contractor: 1) Employee's FICA Contribution; 2) Contribution toward Health and Life Insurance; 3) Pay Comparability Adjustment; 4) Annual Increase; and 5) Annual and Sick Leave. Successful applications will be subject to a background investigation at the appropriate level. This announcement is open until January 20, 2002. Evaluation Criteria: Each offeror's proposal will be evaluated according to the factors shown below. Factor A is more important than Factor B. Sub-factors listed under each factor are of equal importance to each other. A. Past Performance; (to be ascertained by reference checks): 1) The offeror's successful prior experience working for a federal agency. 2) The offeror's history of successful completion of similar projects and history of providing high-quality products and services; 3) The offeror's history of delivering the product on schedule; 4) The offeror's ability and responsiveness t solving problems without assistance. B. Personnel Qualifications: 1) Experience as an advisor on issues relating to the development and implementation of trade and investment programs. 2) Experience in conceptualizing and implementing program strategies, product development, financial control systems, marketing, management and organizational development activities 3) Experience in sector analyses for projects; and investment programs in multiple countries. 4) Knowledge and familiarity with the African Development Foundation's philosophy, funding criteria, project development, monitoring, and performance assessment processes and issues. 5) Ability to interact with other USG agencies to their mutual benefits. 6) Assist the Foundation's partners and grantees in documenting and disseminating their "lessons learned" and "best practices". 7) Proficiency in French and/or Portuguese desirable. Contract Award - The African Development Foundation is authorized to enter into personal service contracts under section 506(a)(5) of the African Development Act. Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government, past performance, personnel qualifications and cost considered. The Government's objective is to receive the highest quality Contractor possible, at a realistic and reasonable cost; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s).
