Description
NA This notice pertains to the construction of facilities to support the Missile Defense System Test Bed (MDSTB). The Government is prepared to proceed with the issuance of the Request for Proposals (RFP) and currently intends to proceed with source selectio n and contract award for construction of the MDSTB facilities and associated infrastructure primarily at Fort Greely, Alaska with work also at Eareckson Air Station, Shemya Island, Alaska, and likely other worldwide locations under options. This acquisitio n for a cost plus award fee contract will be conducted using full and open competition. Source selection will be based on technical and management capabilities and a cost realism analysis, as well as other selection criteria. Specific factors are: 1 MANAG EMENT APPROACH; 2 TECHNICAL APPROACH; 3 EXPERIENCE; 4 PAST PERFORMANCE; 5 SMALL BUSINESS PARTICIPATION; 6 COST/PRICE. The estimated magnitude of this project is expected to range from $100,000,000 to $250,000,000. A pre-proposal conference will be conduc ted in Fairbanks, Alaska on 30 January through 01 February 2002. A site visit to Fort Greely, Alaska will occur on 31 January 2002. Names of attendees must be furnished to the Contracting Officer no later than 28 January 2002. Further detailed informati on on the conference will be provided in the RFP. Written proposals will be due on 26 February 2002. Oral presentations will begin 04 March 2002. All responsible sources may submit a proposal, which shall be considered by the agency. Award is anticipat ed on or about 12 April 2002. The duration of the contract is expected to be approximately two years excluding options.
