Description
The Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu, CA 93042-5049 plans to procure on a competitive basis fabrication, testing and delivery of Improved Surface Tow Targets (ISTT). The ISTT is a tow target capable of simulating various threat scenarios. It is an 8.5 meter (28 ft.) fiberglass constructed target which is capable of supporting operations while being towed behind a QST-35/35A up to 25 knots in a sea state 1 and 10 knots in a sea state 3. Physical characteristics of the ISTT are 89.565 meters (28 feet) in length; 2.438 meters (8 feet) beam per unit; and 1150 kilograms (2,535 lbs.) in weight. The ISTT shall be built in accordance with the Government specification provided with the solicitation. It is planned to award a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Delivery Order 0001 being issued concurrent with award. Delivery Order 0001 will meet the contract?s minimum order requirements, which will be either eight (8), nine (9) OR ten (10) ISTTs. Up to thirty (30) additional ISTT units will be ordered over a three-year period. Delivery schedule for initial order of ISTTs shall begin six months after award of contract at the rate of two (2) targets per month. Delivery will be FOB destination, Port Hueneme, CA. Final acceptance will be made at destination. The solicitation will be issued on or about 8 February 2002 and will be available through the 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm. The anticipated due date for proposals is mid March 2002; however, the actual proposal due date will be stated in the RFP when issued. No hard copies of the solicitation will be furnished unless absolutely necessary.
