Part 2 The Non-Federal Sponsor, The Port Authority of New York & New Jersey, has asked the District to investigate means by which this project might be completed in less time than indicated in the New York and New Jersey Harbors Navigation Study Feasibility Repor t. Under consideration is a proposal to consolidate the authorized deepening of various channels in the Port to 50 feet with the ongoing Navigational Improvements for the Kill Van Kull/Newark Bay Channels to 45 feet, the planned deepening of the Arthur Kil l Channel to Gulfport to 40/41 feet and the planned deepening of Port Jersey Channel to 41 feet. This would bring the total estimated cost for navigational improvements in the Port to approximately $2.5 billion. It is anticipated that approximately, fifteen (15) unit price, Invitation for Bid, contracts ranging in dollar value from $100 million to $400 million will be awarded to accomplish this work within an eight (8) year period. The estimated volumes for the initial excavation (geologic volume) for these projects are as follows: NY & NJ Harbor Deepening Project Rock 4,210,000 cy Non-Rock (Suitable for HARS) 25,920,000 cy Non-Rock (Unsuitable for HARS) 8,170,000 cy Total 38,300,000 cy Arthur Kill Channel to Gulfport to 40/41 Rock 729,520 cy Non-Rock (Suitable for HARS) 0 cy Non-Rock (Unsuitable for HARS) 2,828,200 cy Total 3,557,720 cy Port Jersey to 41 Rock 0 cy Non-Rock (Suitable for HARS) 0 cy Non-Rock (Unsuitable for HARS) 2,429,000 cy Total 2,429,000 cy Kill Van Kull to 45 Rock 165,000 cy Non-Rock (Suitable for HARS) 1,470,000 cy Non-Rock (Unsuitable for HARS) 544,000 cy Total 2,179,000 cy General 29) Would you be willing to bid on this project if it was comprised of Contracts ranging from $100 to $400 million? If the answer is No, please elaborate as why you would not bid on this size project? What would be the maximum dollar threshold per contrac t that you can bid? 30) Would you be bidding on this size project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 31) Would this project require an extension of your existing bonding capacity? Acquisition Strategy 32) The Government is currently proposing that each contract require dredging to the required project depth. Each contract could include rock, non-rock suitable for placement at the HARS, and non-rock material unsuitable for placement at the HARS to be pla ced at an upland facility. What is your preference as to whether the contracts should be structured to 1) remove material in horizontal layers based on their placement site locations or 2) remove material so that each contract requires dredging to the requ ired project depth?
