- Description
- Sources are sought that are capable of providing ISDN/PRI circuit facilities to interconnect a Private Branch Exchange (PBX) system with the Local Exchange Carrier (LEC) providing access to the Public Switched Network (PSN) for the Federal Law Enforcement Training Center (FEDTC) in Glynco, GA. All PRI facilities and associated equipment shall be designed, engineered, installed, monitored and maintained to provide for the highest level of availability and reliability. Industry standards for circuit performance shall be strictly adhered to. Remote termination points of each facility may change and necessitate the rerouting of facilities. In addition, the quantity of circuits may increase or decrease at the location during the life of the contract. Contractor shall provide true local number portability at no additional cost to the Government. That is, the existing and working range of PBX lines shall be available via the ISDN/PRI trunks. All PBX stations will be utilizing the calling line identification feature (Caller ID). In order to protect against a single point of failure, GSA?s customer requires that the contractor deliver the service via diverse fiber optic routing using a ring topology, monitored twenty-four (24) hours a day, seven (7) days per week. The total estimated trunking requirements are approximately thirteen (13) PRI circuits with associated DID numbers. Each circuit shall have its own D Channel in a 23B+D configuration. Pursuant to the Telecommunications Act of 1996, Offerors will be required to submit a signed copy of an interconnect agreement with BellSouth as an attachment to their initial proposal. After receipt of sources sought responses and before issuing a solicitation, GSA will make a reasonable effort to contact the agency Small Business Administration procurement center representative in order to locate additional qualified small business concerns, if any. Consequently, the solicitation may be set-aside for small business concerns in accordance with Federal Acquisition Regulation (FAR) Part 19 policies. Qualified responsible sources having the ability to furnish the above service are requested to give written notice (including telephone number and point of contact) to the acquisition office listed in this notice within fifteen (15) calendar days from the date of this publication. GSA will send a solicitation package to all interested sources responding to this publication.
