Description
Contractor to provide a Licensed Pharmacist to perform verification of prescription services off site. These services will be performed in accordance with Pubic Law 104-262 and 38 USC 8153 in order to support the VA Roseburg Healthcare System (VA), 913 NW Garden Valley Blvd., Roseburg, Oregon, 97470. Contractor to provide a Licensed Pharmacist to perform verification of prescription orders via computer utilizing remote access. Contractor to provide evidence to the contracting officer that they are not on the exclusion list imposed by the Department of Health and Human Services Office of Inspector General as authorized by the Balanced Budget Act of 1997 (BBA) (Public Law 105-33). Contractor can obtain this information at the following website: http://jupiter.psc.gov/cgi-bin/oig_counter.pl. Contractor shall submit this information along with their offer to the contracting officer. The Pharmacist (s) must: a) Have an unrestricted license in a US state, territory or US commonwealth; b) Speak and understand English proficiently; c) Provide evidence of demonstrated current clinical competence to perform verification of outpatient prescription orders; d) Be a US citizen; e) Have a professional degree and education applicable to VA Staff Pharmacists, e.g. RPh.; f) Provide evidence of current professional liability insurance; g) Provide evidence of current privileges (if applicable); h) Provide names of most current employer(s) and two peer reference contacts; i) Have a working knowledge of Medical Center Policies and Procedures, Pharmacy, Therapeutics and Nutrition requirements and standards established by the DEA, FDA, VA (National and VISN) and JCAHO. j) Be a team player; k) Provide their own computer equipment and phone line; l) Be computer literate, as VA Roseburg Healthcare System utilizes a computerized patient medical record; Pharmacist (s) computer system must have the following requirements in order to access the VA system: a) 56K modem minimum. b) Internet explorer 5 minimum. c) Any standard operating system. d) Virus protection software with the most current version and shall update their software as commercially available. e) Personal firewall. f) Phone line. Pharmacist (s) will process one of the following prescription ?Queue? as assigned by the Chief Pharmacist or their designee: A. Bandon Community Based Outpatient Clinic B. Brookings Community Based Outpatient Clinic C. Eugene Community Based Outpatient Clinic D. VA Roseburg Healthcare System Pharmacist (s) must reduce the number of prescriptions in the ?Queue? to which they have been assigned to less than 50 prescriptions by 8:00 a.m. the next day. In the event that the initial number of prescriptions in the assigned ?Queue? has been determined by the VA to be unmanageable, the VA will allow additional time for the contractor to reduce the number of prescriptions in the ?Queue? to less than 50. The contractor shall provide the VA with a plan of action within 24 hours, on how they will reduce the number of prescriptions to 50 and how long they will need to complete their proposed plan. The Pharmacist (s) shall verify pending electronic prescription orders in a prompt manner and will then generate a label that will print at the VA Roseburg Healthcare System or forward the prescription to Consolidated Mail Outpatient Pharmacy (CMOP) in order for the process to be completed. All contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform work for VA. 1. Position Sensitivity - The position sensitivity has been designated as Low Risk. 2. Background Investigation - The level of background investigation commensurate with the required level of access is National Agency Check with Written Inquiries. NAICS Code 62199/ $7.5 million applies.
