Description
SOURCES SOUGHT This is a sources sought announcement and a solicitation is not available. The Engineering Field Activity Chesapeake is contemplating entering into sole source negotiations to execute an out of scope contract modification for the repair and rehabilitation of the Center Section of Bancroft Hall (Phase 9) at the United States Naval Academy, Annapolis, Maryland. The scope also includes limited specific components in all other areas of Bancroft Hall and is estimated above $10million. Phase 9 was not specifically identified in the scope of contract N62477-98-C-0065 held by Whiting Turner Contracting Corporation, 300 East Joppa Road, Baltimore, Maryland. The Center Section renovations represent the final phase of the entire Bancroft Hall Rehabilitation program. Each phase of the program was competitively procured through best value source selection procedures and Whiting Turner was selected as the best value offeror on all eight phases. Whiting Turner is currently mobilized and performing ($70M) work on Phase 7/8, which is due to be completed August 2002. The current acquisition strategy is based on the dwindling lack of competition experienced throughout the previous phases. Companies interested in competing for Phase 9 if a competitive procurement was conducted shall submit (l) a one page corporate summary and expression of interest, (2) a listing of current construction projects relevant to the size and scope of this project which includes historical renovation experience, (3) identification of key project management personnel and their availability, (4) statement of financial capability and identification of surety, (5) and past performance references, including points of contact, phone number and email address. This information must be submitted electronically to alharbage@efaches.navfac.navy.mil or by mail to Engineering Field Activity Chesapeake, 1314 Harwood Street, Building 212, Washington Navy Yard, DC 20374 and must be received by 18 January 2002. Any information submitted in response to this synopsis is strictly voluntary. The Government will not reimburse respondents for any information submitted in response to this sources sought announcement.
