- Description
- Consulting - Africa Growth and Opportunity Act. The U. S. Department of Commerce intends to negotiate a contract on an Other than full and open competition basis with Paul Ryberg. This acquisition is for advanced, comprehensive technical assistance training on the Africa Growth and Opportunity Act (AGOA) and trade capacity building. Training is to take place in Africa, beginning in February, 2002. This project is estimated to take up to 100 days. This sole source requirement is based on Mr. Ryberg's extensive specialized knowledge of the policy underpinnings, the technical details of the act, his experience with its implementation, his knowledge of World Trade Organization (WTO) matters, Customs issues and International Trade Law, and his proven ability to develop business linkages. Qualifications include a law degree, 15 years experience in international trade policy, specialized experience with Africa Growth and Opportunity Act (AGOA), and fluency in French. This acquisition is within the Simplified Acquisition Threshold of $100,000 for labor costs, exclusive of travel expenses. The daily rate is capped at the GS 15 Step 10 rate of $460 per day. This notice of intent is NOT a request for competitive proposals. However, all written responses received within 10 days of the publishing of this synopsis will be considered, providing there is sufficient technical and pricing information to permit an evaluation of the personnel to satisfy the requirements of the agency. Interested vendors have 10 days from the publication date of this notice to submit their qualification/capabilities in the areas mentioned above. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days or without the required information will be considered non-responsive to the synopsis and will not be considered. Oral communications are not acceptable in response to this notice. If no affirmative responses are received within 10 days of the publication of this notice, the Contracting Officer will proceed with the award to Mr. Ryberg.
