JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), Narcotics Affairs Section (NAS), Bogota Colombia. The NAS provides oversight, planning, and operational and logistical support for the INL counter-narcotics aviation program in Colombia. PURPOSE: The purpose of this personal services contract position is to oversee special projects for USG support to the Colombian National Police (CNP) Air Service, and to perform end-use monitoring of USG-provided assets and services. STATEMENT OF WORK Provides guidance and assists the CNP Air Service with the management and control of the aviation fuel program. Prepares a monthly fuel monitoring report for the NAS Administrative Officer and the Aviation Program Manager. Through effective monitoring, reports on use by the CNP Air Service of USG-owned and provided assets and services, and alerts the NAS End-Use Monitoring Officer to any irregularities or problems. Performs limited Contracting Officer?s Representative duties for key equipment acquisitions related to special projects. Performs Contracting Officer?s Representative duties for specific construction projects, to be determined. Oversees the preparations, installation, and follow-up maintenance of Instrument Landing Systems at the airfields at San Jose de Guaviare and Tolemadia, and a Precision Approach Path Indicator (PAPI) at the airfield in Larandia. Maintains close contact with contractors and Colombian officials to ensure projects are completed in a timely and coordinated fashion. Travels regularly around Colombia to monitor the progress of projects and fuel use. Prepares periodic performance reports for NAS Aviation Program Manager and the NAS End-Use Monitoring Officer. Provides back-up duties in the absence of the NAS Logistics Adviser. II. MINIMUM QUALIFICATIONS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Previous experience performing end-use monitoring of USG assets, especially in the area of fuel management. f. Familiarity with Colombian National Police operations and logistics, and with Colombian Government import procedures highly desirable. g. Previous logistics experience. h. Previous experience as a Contracting Officer's Representative. i. Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision. WORK ENVIRONMENT. The work is primarily conducted in an office or aircraft hangar. Frequent travel and temporary living at austere field operating locations is required. The incumbent will travel to locations in the tropics or to mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. Position Elements a. Supervisory Controls: The incumbent reports to the NAS Aviation Program Manager who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. IV. Evaluation Criteria a. Offeror?s demonstrated experience in the management and control of an aviation fuel program. Offeror?s experience in collating information and preparing program reports. b. Offeror?s demonstrated experience in program management, i.e., monitoring and reporting on use by host country entities of USG-owned and provided assets and services, procurement regulations and guidelines, and budget development and execution. c. Offeror?s demonstrated experience in performing Contracting Officer?s Representative duties for key acquisitions. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
